Site Location: IOLMain Street .� C., Introduction: In 1996, the Board approved an awning and sign for Waterfront g Coffee. Early in 1997, Staff approved additional awnings and one sign for the same building. The new -awnings and sign were approved by staff because the 0-proposal was consistent with the previous ADB approval for the same building. ►u> r_ The applicant is now applying for an awning along the west face of the building U- z and one additional sign on an already approved awning. Because this changes the theme of the entire building, and adds additional signage for a building with existing signage, it appeared that staff did not have the authority to approve the z application. D. Staff Analysis, Awnings & Signs: f 1. Material: The applicant has proposed black for the west face of the. building made of the same fabric already approved for the south face of the building. The proposed awning will be smaller than that approved for the ®n south face of the building. Fabric letters will be applied to the western f awning already approved for the south face of the building. 2. Lighting: No lighting proposed with this application. 3. Colors: The applicant has proposed black awnings with gold letters and logos. 4. Sign Area and Sign Height: E Proposed Allowed . Existing ; Sign Area g sq. ft. 97 sq: ft.. 28 sq. ft. That the staff has, foundthat the proposal meets the requirements of the zoning ordinance, or the city has,approved a Yariance, or, a modification under the zoning ordinance. -:C. That the proposal as approved or conditionally approved satisfies the criteria and purposes ECDC section 20.10, ADB Criteria, ECDC section 20.12, landscapinmgV and ECDC section 20.60, sign code. G. Recommendation: The Board must determine if this proposal, is consistent with the`general theme of the building, and if the sign relies to heavily on attention creating devices, and Whether or not the sign creates sign clutter. The Board may only approve this item if the findings show compliance with these issues. A. The proposal is found to be consistent with the comprehensive plan and other adopted city policies. Section B.8.a of the Comprehensive Planstates that an establishment should ... not rely,on attention attracting devices... Section B.8.b. of the Comprehensive Plan states that signs should be kept as, simple as possible, relying on symbols to avoid needless clutter. B. Staff has found that the proposal 'meets the requirements of the, zoning ordinance. C. The proposal satisfies the criteria and purposes ECDC section 20.10, ADB: Criteria, ECDC section 20.12 , landscaping, and ECDC section,20.60, sign code.
