S-98-048 Dear Mr. Johnson: The Engineering Division reviewed your letter of August 14 requesting reconsideration of the following issues: 1. Separate driveways - The proposed lots1 and 2 do not need to share a driveway with the following conditions. The driveway for proposed lot 1 will continue to utilize the existing driveway and turnaround that is provided on site. The driveway for the future residence on proposed lot 2 will be located no further north than the westerly extension of the 7.5-foot sideyard setback adjacent to the northerly property line. Further, no shrubbery or landscaping exceeding three feet in height will be allowed within the setback from the westerly property line for a distance of 7.5 feet. An on -site turnaround will need to be constructed on proposed lot 2 as part of the driveway construction required with the building permit. 2. Contribution in lieu of sidewalk construction — Mr. MacDonald was allowed to contribute approximately $5.50/lineal foot in lieu of sidewalk construction because his property had a Snohomish County approved asphalt path adjacent on both sides of the property (albeit on the other side of the road). You will be allowed to contribute at the $5.50 amount for that portion of your property abutting 2381h St. S.W. However, because there is no walkway of any sort on your 101 s1 Ave. W. frontage, that side will be allowed to contribute at the standard $20.00/ft. According to my calculations, the amount would be ($5.50 x 100.75) + ($20.00 x 190.01) = $4,354.33. However, in regard to the determination of the cost to install said curb, gutter and sidewalk, contract unit prices from previous capital projects will be used. Listed below is our computation of the cost to install a sidewalk along your frontage. The criteria for proposed shared driveways is through streets, future developments and safety from increased traffic. I have some key points why we should keep a separate access on both of these lots instead of a shared driveway: #1 This street is not really a through street, it is a coul de sac type wrapping around. 238th St. SW completely bipasses this area thus giving no reason for thru traffic to use 101 st PI W. #2 The amount of housing served by 101 st PI W. is limited and the traffic will unlikely increase because the housing sites are already developed. #3 Lot 1 already has an existing driveway with a turnaround on site. #4 Lot 2 proposes to create a turnaround driveway on site, allowing 15' between each driveway on Lots 1 & 2. #5 A shared driveway increases impervious surface, which requires more detentions, etc. Because of the above stated points, please re -consider your shared iveway requirement. ou ank Ronald on Architect IPP, 1 of June 2, 1998 Engineering Division City of Edmonds 250 5th Ave N. SW. In consideration that this area is already developed and there are no other sidewalks in the area, I would propose that I make a contribution to the "sidewalk fund" for the City of Edmonds rather than construct a sidewalk on this site, which may need revisions or re -construction once additional sidewalks are proposed to be constructed. The frontage of my property is 290ft. after dedicating 10' to the city. If I were to build a sidewalk with an extruded concrete curb and an asphalt walking surface over a gravel base, I would calculate the costs as follows: The extruded concrete curb at $2.10/ft x 290' costs $609.00. The gravel fill 4" deep and 5' wide requires 18 cu. yds. and costs $15.75/cu. yd. for a cost of $285.00. The asphalt runs $42.00/ton and will cover 80sq. ft., 2" deep. I have 1450s.f. for an asphalt cost of $762.00. The total of these costs is $1656.00. I propose to the City of Edmonds that I donate $1656.00 to the City in lieu of actually constructing the curb, gutter and sidewalk.
