Your file has been forwarded to the Code Enforcement position. It appears that a sign permit application
was started back in June of 2003 but the process was not completed before the sign was installed.
The City is required by adopted code to issue permits and inspect structures. The Edmonds Community
Development Code (ECDC) reads as follows:
20.60.010 Design review required.
A. Except as provided in subsection B of this section, no permanent sign may be constructed, installed, posted,
displayed or modified without first obtaining design approval for the proposed sign's size, design, location, and
display as provided for in this chapter.
B. Design approval is not required for the posting of permanent signs in residential zones; provided, that the
restrictions and standards of this chapter are met. If additional signage is requested for conditional or
nonconforming uses in residential zones, the property owner shall apply for design review. Design review is not
required for any sign which does not require a building permit.
C. A sign modification shall include, but is not limited to, relocations, modifications to size, design, height or
color scheme, or the replacement of 25 percent or more of the structural material in the sign area. Normal and
ordinary maintenance and repair, and changes to the graphics, symbols, or copy of a sign, without affecting the
size, structural design, height, or color scheme, shall not constitute modifications for purposes of this section.

• Please complete your. application and fees for a sign permit by January 16, 2004. A Permit
Coordinator will assist you. If it is necessary to begin enforcement action after January 16, 2004,
additional penalty fees would apply.

SUBJECT: SEWER -STOPPAGE, - 5TH AND MAIN STREET::
On June 16, 1978 Terry Hanson, who was on water watch,
called me and said we had a possible plugged sanitary
sewer main at 5th and Main Street. It was approximately
7 P.M. Upon arrival I checked the sanitary sewer manholes
in the area and they were backing up with sewer water.
Terry and I went to the Public Works Department and picked
up Unit #40. We then proceeded to 5th and Main and rodded
the sewer main from just south of that intersection to the
alleyway just north of 5th and Main until the sanitary
sewer main was unplugged. Rocks, paper towels and grease
were the cause of the blockage. There was some water
damage to stores in the area. The Fire Department was
called to vacuum out water on rugs, etc. Also rodded to
the south of 5th and Main Street to Dayton Street.
Service was back to normal at approximately 8 P.M.
