Your facility has inadequate grease removal equipment. The City of Edmonds approved a sewer use ordinance which became effective July 15, 2002. j have enclosed a copy of pertinent portions of that ordinance for you to reference. Chapter 7.91.090 (A.) reads, in part, "Facilities that must install approved grease interceptors within 12 months of ordinance adoption will be notified in writing by the Director. Existing facilities which are not so notified by the Director shall have 18 months from the time of adoption of the ordinance codified in this Chapter to install approved grease interceptors in accordance with this Chapter." Your business must install a grease interceptor consistent with the requirements stated in the sewer use ordinance and in the UPC (Uniform Plumbing Code). You will need to complete a permit application at the City's building department before beginning any replacement work. The Building Official will determine the size of interceptor needed for your facility based upon the UPC. I've included a copy of the UPC sizing criteria on the last page of the ordinance information. The Building Department also has technical requirements needed by your plumbing contractor for installation. Either stop by the Building Department on the second floor of City Hall at 121 5" Ave. N., or call them at 425-771-0220. I've also enclosed the Building Department handout that explains submittal requirements along with a copy of the sketch of your side sewer that we have on file. You must obtain the permit and have the interceptor installed, inspected and approved within 18 months from the effective date of the ordinance, which puts the deadline at January 15, 2004. Hopefully you will choose to address this issue as soon as possible since you are located in an area that has a known grease problem in the sewer main line. In the interim, please be sure to impress on your kitchen crew to follow "best management practices'; that is, no waste oil/grease should be dumped down the sewer under any circumstance; dishes, pots, and pans should be dry -scraped into the garbage can as thoroughly as practical to minimize grease; the existing grease trap must be cleaned at least weekly, or more often if needed (shouldn't be more than 1-1/2 to 2 inches of accumulated oil/grease). Please keep in mind that installing the correct size of grease interceptor not only protects your neighbors and the environment, it also removes the possibility of causing your own sewer blockage which could back up into your business. The City code also provides significant fines for businesses that do not comply with installation and maintenance requirements. Grease removal from the sewers is in everyone's best interest. ADB-81-78 IAN MILLER - Review of revised landscaping for triplex at 653 Bell St. ( FRT Mr. Bowman said the landscaping was adequate except along the south property line, adjacent to the trash area, and no specifics were given regarding ground cover. The ADB originally had been concerned with screening along the east property line; Mahonia Aquifolium was proposed but he felt it may not be adequate. Areas in front of the units which were to be landscaped had been blacktopped. The lighting was to be submitted to the Planning Division for approval, but that had not been done. The type of lighting fixtures installed was acceptable but the color was not satisfactory (yellow) and should be changed. Mr. Miller responded that on the side of the property. the Board had approved plants and not a fence, but the neighbor would prefer a fence. The contractor had blacktopped the planting areas in front of the units and Mr. Miller said they would be dug out and planted. The light fixture was zinc bromide and he said it would be painted an appropriate color. He had planned to have the trash receptacle under the building but the Fire Marshal had objected, so it was moved. There will ba a 1"x 2" cedar strip fence to screen it with a gate to get into it. Councilwoman Bruns asked if the council was still elevated as she felt that this arrangement separates the legislators from the people too much. Mr. Wallis said that the plan is to retain the elevated platform for better visibility from the council point of view as well as the audience. Councilman Nordquist thought it was a good proposal, but would like to have more microphones installed. Mayor Harrison announced that the application the city made through the Bicentennial Cornaittee for trees was not -funded. /� With regard to the Fi_ shiner Pier, the State Fisheries Department and Reid, Middleton have reachc some -final decisions on the design. The problem that still ✓ rei,iiins is parking, said the Mayor. Director of Parks and Recreation, Rod Garretson, had informed the Mayor that the hard -surfaced parking lot at the south side of the railroad depot will probably turn into a metered lot run by a commercial company. This space, then, could be used by fishermen. Mr. (uarretson has been informed by the railroad that the large unloading space northwest of Dayton and Rai ]road Avenue is available for sale at $2.50/sq. ft.. That would mare that space worth about $90,000. Mayor Harrison said that thi's :,could make an ideal parking lot for persons wishing to use the Dayton Street Beach. The Mayor thought it would be a good idea for the city to purchase this lot in some anner. Larson City Engineev SUBJECT: Parking in Vicinity of Railroad - Main to Dayton Streets In reference to discussions of parking in this vicinity, on various matters in the recent past, and with the impending construction of a restaurant at the corner of Sunset and Main Street, we visualize increasing problems as follows: 1. At the present time, there are approximately 100 cars parking during the day and night south of Main Street. Approximately 40 parking spaces on private property will be eliminated with the construction of the Skippers Rest- aurant. 2. New activity such as the two restaurants will be increas- ing the parking needs in this area. 3. There is an apparent increase in parking for commuter use of the Ferry. All indications point to increased Ferry traffic due to the Trident Base and related development. 4. The City is looking for additional parking areas to support the proposed State Fisheries fishing dock. 5. With the impending mass transit system, it may be de- sirable to have a park & ride type facility in the vicinity of the Railroad Terminal and Ferry Dock for interconnection for the various modes of transportation. This office has discussed informally with the State Highway Department and State Ferry staff about the feasibility of a joint arrange- ment for providing parking in this vicinity. Indications are that.the State people are, amenable to negotiate such a joint arrangement for parking facilities. At this point, we would like to have input to deter- mine a future course of action on the entire matter of parking facilities for the subject location.
