Sketch In performing the final Engineering inspection on May 13, 2002 for building permit # 2001- 0389, at the above address, Danielle Gilbert noted a new sewer cleanout constructed with noncompliant ABS materials. In discussions with Dale Kathol, it was determined that the complete private sewer connection from the house, under the garage, to the existing stub out to the City sewer main had been replaced without a permit and with ABS pipe material, which is not an approved material for side sewers within the City of Edmonds. After meeting with Dale Kathol and his plumber, Ray Hayes, and a thorough evaluation, it was determined that this situation is quite unusual and unique. As indicated in the attached sketch, Mr. Kathol replaced his existing side sewer from his existing house to the existing stub out at the City sewer main and constructed anew garage over this new private sewer line, with a length of approximately 38.5 feet between the house and the garage. The garage includes a bathroom that is connected to the private sewer line. Mr. Kathol argues that the portion of the private sewer line from the house to and under the garage is actually "building drain extension", covered by the Uniform Plumbing Code and not by City requirements for side sewers, and that ABS is allowed for "building drains". Jeannine Graf, Building Official, concurs that ABS is allowed for "building drain" pipe, but has determined that "building drain" as defined by the Uniform Plumbing Code only applies to the portion of the City of Edmonds Development Services Department Engineering Division private sewer line directly under the building (i.e., the house and the garage) and to a point 2 feet beyond the perimeter of the building. Therefore, the portion of the private sewer line between the house and the garage is not "building drain". It was determined that, based upon the following project specific conditions, Mr. Kathol will not be required to replace the portion of the private sewer line between the house and the garage solely because it is ABS: • The private sewer line in question serves and is physically under both the house and the garage. Although the portion of the private sewer line between the house and garage does not meet the strict definition of "building drain", it can be considered to be within the building envelope that includes both the house and the garage if they were connected (e.g., by a breezeway). • A significant portion of the sewer line between the house and the garage is covered by a concrete patio, creating a situation similar to it being under a house. • Although the City does not have a written definition of specifically what constitutes a side sewer vs. a building drain, typically the City considers the side sewer to be that portion of the private sewer line from the building drain to the point of connection to the City sewer main. This is consistent with written definitions for side sewers published by other municipalities (e:g., Seattle and Yakima). The portion of the private sewer line in question does not meet this definition, since it runs between two buildings. • One of the primary reasons for the City not allowing ABS material for side sewers is that the glue joints tend to break down over time and create potential for ground water infiltration into the City sewer system. The soils at this site are understood to be quite sandy and free draining, so the potential for ground water infiltration is very low.
