We have reviewed your claim for a credit regarding an unexplained water
loss from June 18, 1992 to August 18, 1992. Unfortunately the City
cannot allow a credit at this time. The south meter, which was shut
off and had no water coming through, was an old sprinkler system meter
which had the meter pulled by the owner's request. There was no leak
occurring at this point from the City's supply as there was a physical
gap between our line and the customer's side where water is coming from.
The only explanation is that the north meter, which supplies your home,
had been tied to your old sprinkler system and backfed the supply
line to your old sprinkler meter.
We cannot issue any credit for this as the plumbing to the sprinkler
was not suppose to be hooked up. A proper backflow protection was not
installed according to our records which is against City, State, and
Federal codes.
As for your bill for the plumber, the City also will not be responsible
for paying for any private plumbing as this is a standard policy.
