We are requesting that the swale originally included on the Grading & Drainage Plan, dated 1/5/2006 be omitted. The plans called for an asphalt or concrete driveway. The driveway has instead been done with pavers. Although they are considered impervious, water does drain between the cracks even in the heaviest of rains. The slope of the driveway takes any water that does flow down the driveway to three catch basins, with the collected water going to the detention system. We would ask that the area to the east of the driveway be allowed to be left as it is - sand, with the ability to be landscaped in the future. (JRR) for Ryan Wright of Alexander Bay Construction as support information for a single family home within the City of Edmonds. Any revisions to the proposed project may not use or depend upon this report without the written permission of JRR. City approval will require items which are generally as follows: 1. Identify existing conditions and possible development impacts 2. Show compliance with City code requirements for drainage Calculations and design plans are based on good engineering practice, City of Edmonds code requirements, methods and procedures in the Department of Ecology Stormwater Management Manual for the Puget Sound Basin (1992), and investigation of the existing system in the project area. General Site Description/Condition The subject property (site) consists of a single lot totaling approximately 14,998 SF (.344 acres) and is located on the South side of Puget Drive (SR 524) approximately 100 ft west of I I th Ave. W. Said property has a street address of 1040 Puget, and is within the NE quarter of Section 24, Township 27 North, Range 3 East, W.M., Snohomish County, Washington A complete legal description is shown on sheet C-1 of the plans. The site is bounded to the north by public right-of-way, south by public property (school) and on the east and west by single family residences. Existing Drainage Existing drainage at and around this site consists of urban runoff. At this time there is no storm drainage system on the site to collect runoff. The existing building on the site utilizes splash blocks and no downstream drainage is currently impacted. No wetlands have been identified on or adjacent to the site. The project is outside the floodplain and contains no shorelands. A closed conveyance system is located to the north in Puget Drive. The site currently flows uncontrolled to the northwest. Proposed Drainage Developed runoff from the site will be routed northerly which is a change from the present condition. An increase in impervious area is proposed. Runoff from the new residence and the paved access and parking areas will be collected via catch basins and conveyed via a 2-inch forcemain to a corrugated polyethylene pipe (CPEP) detention system terminating in a Type 2 catch basin which will contain an outlet control tee. Development Impacts The parking configuration, landscaping and drainage improvements are proposed to provide access and parking for the proposed use and improve the collection of surface water runoff on the site. No significant erosion has been observed on -site and no significant erosion is anticipated on the subject property or adjacent properties, due to the proposed development. Post development peak flows are expected to have no significant impact on existing downstream conditions. It is also the case that: (1) Modification to the existing drainage system will cause.runoffto be diverted away from the adjacent downstream property. (2) The proposed improvements are not expected to aggravate an existing drainage problem or create a new drainage problem adjacent to downstream properties. (3) A single orifice control structure is proposed for treatment and for releasing runoff at pre - developed rates. (4) The proposed project conveyance system will contain and convey the 10 and 100-year design storms. (5) The Clearing Limits that are anticipated consist of and coincide with the property lines, which will be marked prior to construction to indicate and delineate proposed improvements. Erosion/Sedimentation Control Design Silt fencing, construction entrance and typical cover techniques will be employed to minimize the potential for erosion and sedimentation. Erosion and sedimentation control details have been provided in the construction drawing submittals. Off Site Analysis: The site is generally at the same grade as the abutting properties, and is generally not affected by "upstream off -site areas". Storm runoff generally is limited to that which is generated "orrsite". Downstream conditions consist of a closed (pipe) drainage system draining along SR 524. No significant erosion has been observed around the existing grading. No significant erosion is anticipated on the subject property due to the proposed development. Post development peak flows are expected to have no significant impact on existing downstream conditions.
