The site is bound to the north by, an asphalt -paved lot,: to the, east by, an antique store, to the south by Main Street, and to the west by SunsetAvenue. The.Rile Groop, Inc. - Geotechnical Engineeringoort 2 • December 17, 2004 Rory s of Edmond Pub & Broilers, Edmonds, WA Project #2004-228 The site is currently occupied by Rory's Pub & Broiler building. A wood deck is located at the west side of the building along Sunset Avenue. A rockery up to 4 feet high is along the north portion of the asphalt -paved lot. The site slopes down to the southwest with an elevation difference of approximately 8 feet. 3.2 Soils The soil encountered during field exploration is glacial till, which consists of very dense silty SAND with gravel. Riley reviewed the Soil Survey of Snohomish County Area, Washington. issued by U.S. Department of Agriculture Soil Conservation Service. (SCS) in 1983. The review indicated that the native soils were mapped as Alderwood-Urban land complex. A weakly cemented . hardpan (glacial till) is at a depth of about 35 inches. Depth to the hardpan ranges from 20 to 40 inches. These descriptions are generally similar to our findings during field exploration. More detailed descriptions of the subsurface conditions encountered are presented on the Test Boring Log, Figures A-2 in Appendix A. The approximate test boring location and -� other site features are shown on Figure 2. 3.3 Groundwater Groundwater seepage was not encountered during field exploration to a maximum depth of 16.5 feet below ground surface (bgs). Perched groundwater may be expected during wet _ winter seasons based on the soil color changes. Fluctuations in groundwater level should be expected on a seasonal and annual basis. The level will be highest during theextended extended periods of ' heavy seepage in the wet winter months. Given the time that the field exploration was performed,. Riley believes that the groundwater should be below the season -high level. 3.4 Seismic Considerations Based on 2003 International Building Code (IBC),. the site soil is Class C from Table 1615.1.1. The earthquake spectral response acceleration at short periods (Ss) is 130%g and at 1-second period (Sl) is 45% g. Liquefaction Liquefaction is a phenomenon where there is a reduction or complete loss of soil strength due to an increase in water pressure induced by vibrations from a seismic event. a Liquefaction mainly affects geologically recent deposits of fine-grained sands that are below the groundwater. table. Soils of this, nature derive. their strength from intergranular friction. The generated water pressure or pore pressure essentially separates the soil grains �-' and eliminates this intergranular friction, thus reducing or eliminating the soil's strength. Geotechnical Engineeringbort 3 • December 17, 2004 Rorys of Edmond Pub & Broilers, Edmonds, WA Project #2004-228 We reviewed the soil conditions encountered during field exploration and assessed the potential for liquefaction of the site's soil during an earthquake. Glacial till is generally considered not subject to liquefaction during an earthquake. Therefore, Riley believes that the site liquefaction potential during an earthquake is minimal. 4.0 DISCUSSION AND RECOIVIIVIENDATIONS 4.1 General Based on our study, the. site is suitable for the proposed construction from a geotechnical standpoint. Foundations for the proposed building can be supported on conventional spread footings bearing on very dense native soil or structural fill if needed. The slab -on -grade can be similarly supported on firm soil: Detailed recommendations regarding the ,.above issues and other geotechnical design considerations are provided in the following sections. These recommendations should be incorporated into the final design drawings aid construction specifications. 4.2 Site Preparation and Gradins To prepare the site for new construction,' the existing structures need to be demolished. All the deleterious materials related to previous construction within the proposed building area should be removed. Proof -rolling should be performed before; site grading. If excessively yielding areas are observed, they should be cut to. firm bearing soil and. filled to grade with structural fill. A minimum of 18 inches of structural fill should establish a stable bearing surface. The on -site excavated soils without organics are suitable for being used as structural fill if soil's moisture can be properly controlled. If the site grading requires additional structural fill, we recommend importing a material that meets the grading requirements listed in Table 1. Table 1. Prior to use, Riley should examine and test all materials imported to the site for use as structural fill. Structural fill materials should be placed in uniform loose layers not exceeding 12 inches and compacted to a minimum of 95 percent of the soil's maximum The Riley Group, Inc.. The moisture content of the soil at the time of compaction should be within about two percent of its optimum, as determined by this ASTM method. 4.3 Foundations Following the site preparation and grading, the proposed building foundation can be supported on conventional spread footings bearing on very dense native soil or structural fill if needed. Perimeter foundations exposed to the weather should be at a minimum depth of 18 inches below final exterior grades. Interior foundations can be constructed at any convenient depth below the floor slab. We recommend designing foundations for a net allowable bearing capacity of 2,500 pounds per square foot (psf) on native soil or structural fill. For short-term loads, such as wind and seismic, a 1/3 increase in this allowable capacity can be used. For designing foundations to resist lateral loads, a base friction coefficient of 0.4 can be used. Passive earth pressures acting on the side of the footing and buried portion of the foundation stem wall can also be considered for resisting lateral loads. We recommend calculating this lateral resistance using an equivalent fluid weight of 250 pounds per cubic foot (pcf). At perimeter. locations, we recommend not including the upper 12 inches of soil in this computation because they can be affected by weather or disturbed by future grading activity. This value assumes the foundation will be constructed neat against competent fill soil or backfilled with structural fill as described in the, Site Preparation and Grading section. The recommended friction and passive resistance values include a safety factor of 1.5. With spread footing foundations as recommended, you should expect maximum total and differential post -construction settlements of 1-inch and %s-inch, respectively. 4.4 Slab -on -Grade Construction With site preparation completed as described in the Site Preparation and Grading section, suitable support for slab -on -grade construction should be provided. Riley recommends that slab -on -grade construction be supported on firm, native soil. Immediately below the floor slab, we recommend placing a four -inch thick capillary break layer of clean, free -draining sand or gravel that has less than five percent passing the No. 200 sieve. This material will reduce the potential for upward capillary movement of water through the underlying soil and subsequent wetting of the floor. slab. Where moisture by vapor transmission is undesirable, an 8 to .10-mil thick plastic membrane should be placed on a 4-inch thick layer of capillary break. The membrane should be covered with 1 to 2 inches of clean, moist sand to guard against damage during construction and to aid in curing of the concrete. The Riley Group, Inc. Geotechnical Engineering Riot 5 December 17, 2004 Rory's of Edmond Pub & Broilers, Edmonds, WA Project #2004-228 For the anticipated floor slab loading, we estimate post -construction floor settlements of 1 1/4- to %Z-inch. 4.5 Retaining Walls At the time of. preparation of this report, Riley is not aware of any new retaining walls proposed for the site. If retaining walls will be needed, they should be designed based on the soil parameters provided below. Riley recommends designing unrestrained walls for an active earth pressure equivalent to a fluid weighing 35 pcf. For restrained walls, an earth pressure imposed by an equivalent fluid weighing 55 pcf should be used for design. For seismic design, an addition uniform load of 5 to 7 H (H is wall height) should. be applied to the wall surface. These values 1 assume a horizontal backfill condition- without building Dr traffic surcharge loading on the wall. The walls must also be provided with adequate drainage and should be waterproofed. A typical retaining wall drainage detail is shown on Figure :3. 4.6 Drainage Surface Final exterior grades should promote free. and positive drin aage away from building. Water must not pond or collect adjacent to foundations or within the immediate building area: We recommend providing a minimum drainage gradient of 3% for a minimum distance of 10 feet from the building perimeter, except in paved locations. In paved locations, a. minimum. gradient of 1 % should be provided- unless provisions are included for collection and disposal of surface water adjacent to the structure.. Subsurface We recommend installing perimeter `foundation drains. A typical recommended drain detail is shown on Figure 4. The foundation drains and roof downspouts, should be tightlined separately to an approved discharge. facility. Subsurface drains must be laid with a gradient sufficient to promote positive flow to a controlled point of approved discharge. 4.7 Utilities Utility pipes should be bedded and backfilled in accordance with American Public Works Association (APWA) specifications. For site utilities located within the City of Edmonds right-of-ways, bedding and backfill should be completed in accordance with City of 1 Edmonds specifications. We explored subsurface soil. conditions at the site by advancing a test boring to a maximum depth of 16.5 feet below existing grade. The test boring location is shown on Figure 2. The test boring location was approximately determined by measurements from existing property lines and paved roads. The Test Boring ]*.og is presented on Figures A-2. A geologist/engineer from our office conducted the field exploration and classified the soil conditions encountered, maintained a log 'of each test baring, obtained representative soil samples, and observed pertinent site features. All soil samples were visually classified in accordance with the Unified Soil Classification System (LISCS).descnbed on Figure A-1. Representative soil samples obtained from the test boring; was placed in closed containers and taken to our laboratory for further examination and testing. The plans (C1.1 through C3.1, A1.0 through A8.01, and S1.1 through S6.1) were prepared by TGB Architects, dated November 15, '2004. The results of our review and recommendations regarding the project design as follows: Plan Review The review indicates that the proposed restaurant building will be supported on spread footing foundation. The site grading plan shows that minor cut/fill will be needed to reach the proposed footing subgrade. A bearing capacity of 2,500 psf was used for the footing design. The plans also indicate that footing drain will be installed around the perimeter wall. Based on our review, we believe that the proposed building was designed in accordance with the geotechnical recommendations in the referenced report. Conclusion and Recommendation Based on the current design, the proposed earthwork is minor, which involves minor cut/fill in the proposed building pad area. In our opinion, the proposed site grading and development will not increase the impact to the adjacent properties or existing property if it is performed in accordance with the geotechnical recommendations. In our opinion, the proposed development has a minimum risk. There is a $75 fee for Council to review this application in addition to the $3,000 charge for each stall being provided for. Since then we have discussed a couple of additional alternatives, including: 1. Using a combination of leased stalls from the Diamond Lot behind Skippers and using the "joint use parking" option as regulated by ECDC Chapter 20.30 (Joint Use Parking). 2. Using a combination of fee -in -lieu and "joint use parking." Staff has concluded that either of the new alternatives would also be acceptable. ECDC Chapter 20.30 regulates joint use parking. In reviewing the Joint Use Parking criteria, staff has concluded that the 500- foot distance criteria is not applicable since the restaurant is located in the downtown business area as defined in ECDC Section 17.50.070 (Downtown business area parking requirements). Additionally, staff has concluded that Rory's would also qualify as a nighttime use since most of the patrons arrive after 4:00 p.m. In defining Rory's as a nighttime use, your client can put up to 50% of the required parking off -site. Because you need to replace 9 stalls, staff will allow your client to use the joint use parking for up to 5 of the 9 required stalls. Finally, ECDC Section 20.30. DA0 (Recorded agreement) requires the lease grantor to establish a non -revocable parking easement.' The City has . regularly allowed this requirement to be waived as long as the lease agreements includes a clause requiring the lease grantor and/or lease grantee to notify the City when the joint use stalls arc; no longer available In addition to the location of the stalls, you had a question with regard to signing for the off -site parking stalls.
