Larson Director of Public Works SUBJECT: CITIZEN COMPLAINT (AL VALENZUELA) Reference your memo dated May 7, 1979, regarding the subject complaint. We are aware of the problem and an investigation at the Valenzuela residence substantiates the complaint. We have received occasional complaints in the past citing the same problems. The sewer line which services properties on portions of Second and Third Avenues is the.main line from the Mountlake Terrace lift station near Lake Ballinger. Due to the long runs, the sewage often goes septic, generating offensive sewage gas. An aerator has been installed.at the lift station to reduce the problem. Un- fortunately the aerator is quite noisy. Due to the complaints about this noise, the Mountlake Terrace Public Works Department has been turning the aerator off at night and holding the sewage. This also causes the sewage to become septic and as this septic sewage flows down the line it decomposes and generates gasses which ventilate. both through our manhole covers and the sewer vents at homes. The Mountlake Terrace Public Works Department is installing sound- proofing for their equipment which should be completed within two weeks. We have asked them to operate the aerator 24 hours a day as we believe the odors from the sewage gasses are more offensive than .the noise. If this aerator does not solve the problem, we are studying the possibility of adding chemicals at the Mountlake Terrace lift station to retard the decomposition. As part of the long-range improvements to the wastewater treatment system, additional equipment will be -installed at the lift station to control the problem. If you receive any further complaints or comments, please notify me so.that I can take appropriate action.
