A City employee noticed a trail of paint washwater in Third Avenue South that was traced back to your property. The employee then contacted you to confirm that you were responsible for the washwater discharge. The storm drainage system in Third Avenue South flows to Shellabarger Creek. The system is intended for storm runoff only, and the water receives no treatment downstream, which means that fish and wildlife habitat are impacted by any pollutant discharges. The discharge of untreated waste to waters of the state constitutes a violation of Edmonds City Code 7.200 entitled Illegal Discharges to Storm Water System and Watercourses and could be subject to enforcement actions. However, in accordance with City policy we wish to only issue a warning at this time. Please be aware that future illegal discharges will result in enforcement actions including, but not limited to, a $300 fine and remediating the effects caused by this discharge. Please refer to the Best Management Practices described in the attached handout for guidance in preventing future discharges.
