We have examined.the 19 remaining sewer connections.referred to this department, and have the following recommendations to male: 1) 213 Elm Street (himmick) The existing residence is too low to reach the sewer in. Elm Street, and it would be difficult to constn.ict a sewer to Second Avenue. It is' recommended that a waiver be granted subject to proper fimctioning of the septic system, pending -the development of property adjoining Second Avemie, urherei.n a combined sewer arrangement would allow .this residence to make. connection: 2) 931 Main Street (Nelson) .Tliis property can connect to the sanitary sewer, however, the soil conditions adjacent to the sewer lateral at pain Street indicate potential problems with the sewer hookup. A waiver is reconyiended subject to the proper functioning of the septic system, and subject to connecting to sewer if future development of the property or plumbing additions occur. 3) 806 Ninth Avenue South (Yeager). This property does not have gravity sewers available and would best be served through an L.I.D. with gravity sewers to Eighth Avenue. 4) 716 Ninth Avenue South .(r!urdock) This property is not served by sanitary sewer. Tt is recommended that an L.I.D. be formed with gravity sealers flowing to Eighth Avenue. 5) 929 Can,- Road (Strickland) There exists a problem related. to utility easements and the ,estate settlement of business prior to Mr. Strickland's death. The owners have had some difficulty in arranging for the ,lateral extension in the street right-of-way. .It.is recommended that the City request them to contact three contractors and provide evidence of the contractorl.s. estimate or reftisal. to accomplish the work proposed. Should that evidence indicate the unavailability of a con- tractor to do the work, it is recommended that the City procebd with a lateral connection, charging the resident for the actual. cost of work. (See next connection.) 7) 6510 170th Street S.1%% (l-J)thegrove 11iis residence adjoins the Ayres .residence, and. could, jointly use a sewer. lateral. The recommendation. for #6 applies to this residence. 8) 18596 76th Avenue West (Cline Scuba Shop) A.lateral was not installed to this particular property itnder the 76th Avenue street project. Later, the City installed a lateral :from the north but inadvertently constricted the lateral on private property. Attempts have been made to acquire an easement without results. This matter need_- further study in acquiring- an easement from either the. owner to the north or south to gain sewer servi-ce without removing street or walk improvements. It is recommended that a waiver be granted until the City can provide a sewer connection point. 0) 20216 .76th Avenue. West (11ye1cli) This .property is not served. with a sewer lateral. in 76th Avenue. This sewer connection. will require an easement over adjoining property to connect to sewers,to'the west. Further study is required on this easement made by the City. It is recommended that a waiver be granted subject to the City arranging for a sewer connection point. 10) City Park (Third and Pine).. The present restroom is more than 200 ft. from the sewer and is below the sewer elevation. It is recommended that a waiver he granted, subject to proper functioning of the septic system. Also, any chnnges to the plumb- ing which would expand the.use (or should other regulations outside the City apply), a pump should he installed and connection made to.the trunk sewer running through the Park playfield. 11) 10521 226th Street-S.W. (Jarvis) This property i-s located in .tare vicinity of Olympic View later_ Dist.. sewers. However, the property does not directly abut the, seiner, or have, access to the connection point. Plans for such connections shall be submitted to Olympic View for review and approval; and Olympic View shall be notified in advance i of the scheduled time for making any connection in order that Olympic View may provide inspection at its own cost if it so desires. With respect to all sewer construction within the afore- said unsewered areas and connection to Olympic View's system, Edmonds and its contractors shall exercise due care to avoid damage to Olympic View's facilities, and shall promptly and properly repair any damage which may be caused thereto. Care shall be exercised to prevent entry of concrete fragments, rocks, or other debris of any nature into the sewer during construction, and any such materials which are permitted to enter the sewer shall be promptly removed. Connections made into Olympic View sewers shall be effectively blocked until the Edmonds sewers tributary thereto are thoroughly tested, cleaned and flushed. Flushing water, surface water, dirt or other foreign matter shall be meticulously excluded from the Olympic View sewers. Within 30 days after the completion of construction of each of those sewers of Edmonds applicable to this section, Edmonds shall furnish to Olympic View an accurate and detailed .as -built plan for each connection into Olympic View's sewers.
