I discussed the access to the parking pad behind 18908 Olympic View Dr. with our engineering development team today. The “maximum capacity” of an access road is determined by the number of properties that use it. Private drives that provide access to four properties have larger width requirements than drives that access two properties. In this case, it has been determined the width of the private drive does meet city code requirements for width to the entrance to the parking pad and therefore can be used by Mr. Hellene to access the ADU. No permits are required for the use of the private drive. The private easement process does not necessitate any further city involvement. Please let me know if you have any further questions. Below are a few more details about the property and driveway. Part of the reason that I am coming to you now is that there has been some suggestion that the driveway may be “at maximum capacity.” Let me know if you have any questions and whether you think my client’s use requires a permit from the City. Dave Hellene owns the property at 18908 Olympic View Drive, Edmonds, Washington 98020 (Snohomish Co. parcel no. 27031300401600). Mr. Hellene’s driveway is a semi-circle directly off of Olympic View Drive. Mr. Hellene’s neighbors to the west are Teresa Sifferman-Harris and Mike Harris at 18912 Olympic View Drive (Snohomish Co. parcel no. 27031300401800). Sifferman-Harris’s has a private driveway which runs along the southern 1 border of Mr. Hellene’s property. The Sifferman-Harris’s private driveway is used by three other property owners adjacent to the driveway. Mr. Hellene has a parking pad on the southern border of his home, only accessible by the Harris’s private driveway. From the aerial photo here, you can see a car parking on the parking pad. Mr. Hellene (as well as the owner prior to him) have used the driveway to access this parking pad for many years. Sifferman-Harris is willing to grant Mr. Hellene a formal easement (if the parties can agree to a price), but have also asked that Mr. Hellene confirm with the City of Edmonds as to whether a permit is required for such usage.
