Subject: REVISED: PRE20100002 Navy Training Davit 180 W Dayton St
This Review in accordance with 2006 IFC and Edmonds Community Development Code. Fire
Services provides the following comments:
PROGRAM Information provided at meeting today with Mr. Jimmy Hansen representing
Compass Courses of Harbor Square Associates and Port Executive Director Mr. Bob
McChesney. The intention of training program initially to recertify marine -licensed sailors
in rescue davit operations, a 5-year licensing requirement. 4 day classroom component
will be conducted at 110 W Dayton and 5th day being practical application at Davit site
south of 180 W Dayton St. One or two classes will be conducted monthly at first. The
Welin Gravity Davit is 1900s design that is still applicable for current recertification
training, as well as a device of historic maritime value. Two other sites in Pacific NW
have Davit installations: Ballard and Astoria, both sites controlled by community colleges.
USCG certified instructor will also be site safety officer during training operations. This is
a private installation not intended for public access and will be secured by fencing.
2. Emergency access will be made from Harbor Square Associates property. Paving for
vehicles stops short of property however rock surface exists from previous tenant.
3. Building construction is not part of current or future program plans, however a skid -
mounted 20 kW generator will be installed for operating power to power the motor that
brings the vessel back to the top of the Davit.
4. Provide (UL or FM) listed generator specifications. Include any additional environmental
rol) features and methods being utilized for operating and refueling of generator.

5. Call out and post premises Identification assigned by COE Development Services.
