The site is currently accessed by 6`h Avenue South. The site is developed with two residential homes with grass landscaping. The site also has a detached garage and shed. The surrounding development is residential. Existing vegetation is grass landscaping. The site consists of a single 0.34-acre basin that slopes northwesterly at approximately 8.30 percent. The site soils are an Everett series. Minimal offsite runoff sheet flows onto the subject site from neighboring yard landscaping. No defined drainage channels were observed entering the site from an upstream basin. The residences and other structures on -site will be demolished. The site will be short plated into two single-family residential lots. The west lot will be accessed from 60, Avenue South, and the east lot will be accessed from the gravel alley. Frontage improvements will include curb, gutter and sidewalk. The frontage improvements will be constructed along the property frontage along both 61h Avenue South and Fir Street. The gravel alley will be paved the full width of the right-of-way to the south property line of the subject site. PROJECT DESIGN PROJECT DESIGN The City of Edmonds was referenced for the project site design criteria. A stormwater detention pipe is proposed to store and detain building rooftop runoff, decks, overhangs and driveways. A flow control structure is proposed to release the runoff at a controlled release rate. The Santa Barbara Urban Hydrograph Method was used to calculate the detention pipe volume required and the size of the control structures. The detention pipe and flow control structure were designed to detain runoff from the developed site and release it to the predeveloped 2-year, 10-year and 100-year, 24-hour design storm events. The release rates were used with a 30 percent factor of safety added to the final design volume. The site is developed. The existing structures will be demolished. Existing conditions for design calculations were considered as if the site were undeveloped and entirely pervious surface. Site impervious area will be 7,200 sf. A 42-inch ADS N712 pipe is proposed to collect and detain stormwater runoff from building rooftops. The detention pipe is 100-feet long and will have a Type 2 catch basin at each end. Building foundation drains will be allowed to daylight into a drywell. The detention pipe will discharge into a proposed catch basin at the northwest vicinity of the site. The proposed catch basin will connect into the existing storm drain system in 6th Avenue South. Calculations are included in Appendix B. WATER QUALITY WATER QUALITY Water quality for the site is not warranted. Less than 5,000 square feet of impervious surface subject to pollutants is proposed for the site. The impervious surface subject to pollutants includes the driveways/garages. The alley will be improved from existing gravel cover to asphalt pavement. The total area will be 3,200 square feet, therefore is not subject to water quality treatment. DOWNSTRE"ANALYSIS DOWNSTREAM ANALYSIS The downstream drainage system for the subject site was investigated for approximately 1/4 mile on August 9, 2001. Weather conditions for the weeks prior to the investigation consisted of sunny, warm weather. The extent of the drainage system consisted entirely of underground conveyance system. Observations of this system are therefore limited to evidence of overtopping or flooding and/or silted or clogged structures. The downstream conveyance system generally runs north. It turns west at Forsyth and continues in a westerly direction. It continues. north in the east side of 5t' Avenue South. There was no evidence of overtopping or flooding. The catch basins were clear of debris. The downstream system appeared in good condition. HAHN DIRECTOR The City's sewer cleaning records show that the home at this address is experiencing problems with the venting of some of your plumbing fixtures when the City crew is conducting cleaning operations of the City sewer line in front of this address. The City's cleaning operation is essential for both you and your neighbors. It cleans debris in lines to prevent plugs, prevents corrosion and potential future collapse, and achieves a better flow characteristic in the public sewer lines. We need to do this often -- perhaps even 3 times a year -- in some critical areas. The City's cleaning operation typically involves the utilization of a high pressure water jet. The problem which occurs at the home is the result of a high pressure surge through your internal plumbing system. A properly constructed plumbing system is designed to easily vent this additional pressure without any visible impact at your residence. An undersized venting pipe (or not having enough vents) cannot handle the pressure surge, and the only release that's available is then through your toilet (or another fixture). The Uniform Plumbing Code typically requires a 2" vent, and further requires a separate vent for each plumbing fixture which is connected to the sewer (a toilet, a sink, a shower). Your home clearly does not have an adequate venting system (you either have a 1-1/4" vent, or not enough of them), and you therefore may continue to experience the pressure surges. The City does not have a choice as far as discharging its responsibility in cleaning the public sewer line. It is therefore up to you to take corrective measures as to how to properly vent your own plumbing system. The City has come up with two options that will remedy your problem: Option 1: Upgrade stack vents for toilets and other fixtures which are experiencing problems to required sizes. • Incorporated August 11, 1890 0 Sister Cities International — Hekinan, Japan Page 2 Option 2: Install a clean -out outside of house per attached specifications. Enclose box so it can vent properly when excess pressure is put on house lines. This option would be the cheapest and simplest way of correcting this problem. At the same time, it would allow access to sanitary sewer lines if stoppage should occur. This vent clean -out would allow a place for backup in lines to go before entering your house and causing costly damage. The City would appreciate your expeditious cooperation in this matter. The City must continue proper maintenance of its sewer lines, but we obviously do not wish to see continued problems occurring on your property because of poorly designed vents. It is your responsibility to correct these deficiencies. We cannot keep notifying you each time we come out to clean the line. It's up to you to have a plumbing system that conforms to code.
