DATE: April 23, 2015 TO: CANNING RICHARD & CHARLOTTE 17909 VISTA DEL MAR DR EDMONDS, WA 98026 RE: House address changes for Enhanced 911 Current address: 17909 VISTA DEL MAR DR Parcel: 00914200000500 Snohomish County will be implementing a county -wide advanced technology system in June that will vastly improve police, fire, and emergency medical emergency responses through the 9-1-1 system: In preparation for this event, Snohomish County Enhanced 9-1-1 Office is validating all addresses located in the Geographic Information System (GIS) for emergency responses throughout the entire county. A recent audit by the county has identified a considerable number of buildings in the City of Edmonds whose addresses are not consistent with the approved protocol for addressing buildings, which could result in delayed emergency responses to those locations. The current address above has been identified as one of these. In an effort to cooperate with Snohomish County, as well as Fire District 1 and the Edmonds Police Department to improve fire and public safety for all types of emergency response, the City of Edmonds will be changing the above address to: 17906 VISTA DEL MAR DR The main purpose for this particular change is to properly align odd and even address numbers on opposite sides of the street, and ensure they are in proper numerical sequence. We understand that this change may cause you some inconvenience, and even some financial expense, and we apologize for that. However, please understand that the change will provide additional assurance that police, fire, and public works services are quickly able to find your address during your emergency. For your convenience, we have enclosed a USPS addressing kit, which will help you make the appropriate notifications to your utilities, creditors, insurance companies, magazine subscriptions, etc. In order to be prepared for the upcoming upgrade to the E911 system, we anticipate that this address change will need to take effect by June 8, 2015, the date when Snohomish County E911 will implement the new technology. If you have any questions please contact Linda Thornquist, Senior Permit Coordinator for the City of Edmonds at (425)771-0220 or by email at linda.thornquist@edmondswa.gov. The portion of driveway needing this slope allowance is an approximately 5 ft section where the access road turns to the left up the east side of the home. The steeper slope is needed due to incorrect location of utilities from the original Vista Del Mar plat files. It is understood that the location of the utilities were shown incorrectly on the plat files used to create the civil plans for this home and the four surrounding homes, three of which access off of an easement road provided on this property. When the access road was put in there was a driveway slope waiver for 20% given for the first 66ft, with the remaining drive to meet a 14% slope per City of Edmonds driveway waiver letter dated April 3, 2006. It is also understood that when construction began on this house, it was found that the utilities were too shallow at the top of the drive to feed this house without raising the driveway of this house over 20%. Your solution to the shallow utilities was to increase the slope of the driveway to 17909 Kairez over a roughly 5ft area to a maximum of 24.6% to create the required cover over the utilities. Other options to correct this problem would cause major issues for the other homes accessing the road. If the utilities in the driveway were lowered to achieve proper driveway slope, all of the utilities in the access road would have to be lowered as well. The other option of increasing the grade of the upper part of the access road would then increase the slope of the other connecting driveways. For the reasons stated above, your request for a driveway slope waiver not to exceed 24.6% for a 5ft area of the driveway shown on the attached map, exhibit B, has been Eng:JAZ\Correspondence Incorporated August 11, 1890 Sictpr CAtu - Hpkinan .ianan • approved. As you know, I am requesting that the slope for the entrance to our lot #5, 17909 Kairez Drive in Edmonds, be allowed to exceed the 20% slope at that 5' section. As I have stated before, I had Lyle (last name ?) from the City of Edmonds come to the site and review and approve our situation regarding the entrance utilities. The issue is that Mr. Kairez installed the utilities; electrical, storm, sewer, cable, water, and gas to all of the lots years ago. I was able to achieve the required 14% slope for the driveway that feeds all four lots, but that the utilities were too shallow on the property to achieve the required slope of 20% for lot #5 (only) at the first couple of feet without relocating all the utilities feeding the lots. Again, thank you for your time. I can be reached at (206) 255-5173. Douglas Miller D.P. Miller Homes LLC 4/2/2008 Mar.21. 2008 10:31AM Real Property Associates No./491 V. I 0 0 Dennis M. Review of the submitted letter and site plan indicate the northern most portion of the access easement, approximately 661f, is the specific area of concern. It is understood the elevation of the access easement was created during the construction of the Vista Del Mar Plat. It is also understood that two of the three homes that access off this easement are under construction and achieving a slope of less than 20% would create tremendous conflicts with these two projects as well as potential conflict with underlying utilities. Your proposal includes removal of existing asphalt and re -grading within this first 661f in order to achieve a slope of 20%. The remainder of the drive will be graded so as to achieve a driveway slope no greater than 14%. For the reasons stated above, your request to re -grade the first 661f of the access to 20% has been approved. The remainder of the driveway shall be graded to meet a driveway slope of 14%, as proposed. Sincerely, AVID K. GEBERT, P.E. For reference this is in regards to plan check #05-607. We refer to this property as Lot #5 of Vista Del Mar. As we discussed there is a portion of this driveway that we need to seek an approval to exceed 14% slope. Please consider this our formal request. The remaining will be at a maximum of 14%. The first pof ti: %-n (166 1f ) is currently at 23% and we would like a waiver to keep it at a maximum of 20%. 33'lf of that is already paved and we will have to rip out the pavement and curbi, g. Please see the site plan for the exact locations. We request 20% max for the first 66' 11' of the driveway. The reasons are as follows: 1) When the plat was installed the access for three homes is a 20' wide strip that is a part of this Lot #5. Two of those three homes are currently under construction. To get this driveway access to 14% would require substantial grading on adjacent lots now under construction. The most direct affect would be to Lot #6 which runs the full length of this strip. To grade on that lot at this point of his construction would be nearly impossible in relation to his foundation. 2) If we were to be able to grade on adjacent lots. additional retaining would then be required on those lots. The potential sur-charge of the home itself would probably make it very difficult to 10,;c soil after the fact. 3) Changing the slope that was installed in the short plat may result in the need to lower installed sewer line running the full length of the driveway access. The grading down to 20% aloi,e miry :.)e a problem but we are hoping not. When considering our request please feel free to call me at any time. My direct cell number is 425-530-0784.
