It seems that Mr. Hemphill's opinion is that the residence at the above address is not in jeopardy from land movement or erosion provided storm water is controlled. During past storms the drain system has become completely clogged causing overland flow to the gully. The plugged drains have occured on private properties not subject to physical control by the City or yourself. It is our conclusion that the condition for safety stipulated in Mr. Hemphill's letter,(ie. control of storm water) runoff does not exist. l Prior to final approval of building permit #800482, you must provide backup storm water control at the gully involving some type of bank protection. Please furnish a plan for such a facility prepared by a registered civil engineer to the Building Division. If there are any questions, please contact this office. I believe proper systems have been installed and they only need to be maintained. I would like to carefully and meticulously explain the past erosion problems, the latest control systems, and propose an evaluating system. Past history: Over many years uncontrolled surface water slowly eroded a gully, moving slowly in an easterly direction toward the new residence of Mr. Ike King. Eventually a 25' to 30' bank over a very tough and compact "glacial till" soil developed to the west of King's and north of our site. Since installation of the major 12' culvert pipe, only two washes of any consequqnces have occured. Both washes involved constricting water flow into the 12' culvert which was installed approximately 15 years ago. In approximately 1972, the line was cut and a swimming pool drain was crudely installed and connected into the side of the 12' culvert. The system eventually plugged and resulted in storm water washing over the bank. Last winter the easterly 12" open vertical pipe end was plugged with a wooden barrel bottom and resulted in surface water wash that finally plugged the second 12' horizontally grilled water collector. Water then ran over Mr. King's roadway, down his side yard and finally over the 25' bluff. This damaged Mr. Kings newly landscaped yard and flooded part of his finished basement.. Present and new control systems: All past storm water originating from the south- east side of the gully ran unchecked down a private road and crossed our lot in a northwesterly direction to finally flow over the bluff in front of Mr. King's residence. All of the storm water runoff is now picked up in four, separate systems and directly piped down the south side of our lot (away from King's bluff) to the railroad ditch. All road water is now collected in three separate catch basisns and tightlined in 6" and 4" pipe to the Burlington Northern tracks. All roof and foundation Mr. Harold Reeves November 30, 1981 Page 2..s water is tightlined to the tracks, and finally, we have installed a French drain 10" back from our north bluff and tightlined the same to the south lot side and down to the tracks. In the past storm water originating above Olympic View Drive (north and east of the gully) which ran into the one open end 12" culvert collector now is backed up by a major grilled collector in front of King's home. King also installed a new tightline surface water drain system, just this past summer to gather any possible future overflows down his sideyard. Mr. Bob Franklin, Redmond City Engineer and past City of Edmonds Engineer, mentioned that there are several new plats with improved storm water collection systems east of Olympic View Drive which will result in less future storm water volume to our area. Also, a past problem was brought to light by the letter from Mr. James Adams to Mr. - Jerry Morey, - the easterly adjacent neighbor to Mr. King and to me. The certi- fied letter states, "the need to keep the culvert installed on your property clear of obstructions and fully operational," and "it is your responsibility to maintain it in a properly working order." The notice to Mr. Morey should result in additional awarness and caution on his part to keep the 12" culvert open. Further, Mr. King and I, who reside along the gully are going to be closely moni- toring the culvert entry area. If any materials plug the open entry or the secondary grilled entry or the third line back-up system, we will certainly be ready to take immediate action. Mr. Hemphill, Soils Engineer, informed us our homes would remain very secure and safe even in the most severe of conditions. Our portion of the bank is being covered with ivy and other protective fauna, and additional plants and seedlings are planned by our landscaper for spring installa- tion. We have had several record storms with very heavy rains in October and November of this year. All the runoff water from our side of the gully has been totally elimin- ated from the bluff and Mr. King's and the City of Edmonds drainage systems have easily carried the remaining gully water. Evaluating Systems I would like to recommend that the City and I record bench marks in the gully in front of Mr. King's property and along the north bluff. Thus any future erosion could be measured and evaluated. If it develops that "uncontrolled" storm water runoff still exists as you suggest, then we would be able to scientifically measure and evaluate the resultant damage. At that time, optional property protection measures could be designed and activated. Since the property has been developed into permanent homesites and represent very large financial investments to both Mr. King and me, any erosion problems that may develop will obviously be.corrected promptly, I very firmly believe only protective measures are now required, not corrective. If the erosion measuring and evaluation system is acceptable, we will measure four or five key bluff and gully depth points and with the City's blessing occupy our new home on December 10, 1981. The purpose of the investigation was to o determine the stability of the slopes adjacent to the proposed W W house and the adequacy of the existing foundations. 0 Z 0 W N Q Geologic research and a soil investigation at the site revealed a that the soils are composed of silts, sands, and gravels that W o 0 < have been glacially compacted. The slopes to the west above the Z z W railroad tracks are approximately 30 to 40 degrees, are tree and 0 < W shrub covered, and appear to be fairly stable. There is no 0 0 cn evidence of any instability. The steepest slopes at the site are • . to the north and northwest in a gully that had been formed by concentrated stormwater runoff. Some slopes in the gully are W vertical and expose glacially compacted silts, sands, and gravels. Z Z W 0 Control of the stormwater runoff -will nearly eliminate any future z a W heavy erosion in the gully. Minor erosion will continue to occur Z 0 due to freezing and thawing and wetting and drying. The minor z W - erosion will be a slow process. The eroded soils and any minor 0 W slides resulting from undercutting of the slopes will eventually Q 0 W build up a pile of protecting slough. The protecting slough will °C protect the slopes against the weathering processes. NNW Z HEMPHILL estimates that under the worse conditions the eroding W slopes will never reach the proposed house unless the protecting • slough is allowed to be washed away by uncontrolled stormwater runoff. He has an access easement to his property but does not have an easement for utilities. The access and utilities easement northerly of the Smith property was not awarded to his property. This easement is to the pro- perties in S-22-69 and is to the City. The owners of the properties on which Smith has his access will not allow him to construct a water service line. Conse- quently, he wishes to use the City's easement on the private road to the north of his property. Our policy is to install water meters at the property line next to the right-of-way. This policy does not allow for Smith to construct a water service line to his property. I have advised Mr. Smith to try to obtain a utility easement on his access but his attempts have been futile. Edmonds, Washington 98020 Dear Mr. Adams, I would like to request your approval for a 56' jointly used 4" sanitary drain line across 18504 Olympic View Drive, the property of Dr. W. Yeager. The topography of the two water front lots is such that the normal sanitary hook-up for 18500 (new construction) would require a pump system in addi- tion to excavating 22' through a paved street to the primary sewer line invert. On the other hand, crossing the adjacent and lower neighbors property would be a simple and ideal gravity flow system. When the 1968 sewer L.I.D. line was installed around Dr. Yeager's east and south property lines, his 4" private line was professionally installed adjacent to my property line. A 4 x 4" "Y" was t m installed with a view to possible combined use where the line has a straight 1% grade drop to a 6" Tee to the primary sewer line. Mr. Roberts and Mr. Fraa have both visited the site and recommended this proposal. I would install a back flow check valve on Dr. Yeager's side of the 4" "Y" stub. The 56' of 4" line would easily carry our combined use require- ments with additional ease due to the straight line section directly to the 6" invert. According to the Uniform Plumbing Code our new home has 26 equivalent fixture units and will be used by two adults with a temporary live at home college student. Dr. Yeager's home is a smaller home with two adults with only land 1/2 baths. 11' Upon your approVal I will deliver a signed easement and common use/maiiiten- ance agreement between myself and Dr. Yeager.
