February 9, 2010 HWA Project No. 201.0-003-21 T100 DJ Wilson 19213 Olympic View Drive Edmonds, Washington 98020 Subject: Geotechnical Investigation and Recommendations Regarding the Grading Plan for Earthwork. at 19205 Olympic View Dr, Edmonds, WA Dear Mr. Wilson, As requested we have completed a geotechnical investigation in support of the grading work planned on the above referenced property. This letter presents our findings. BACKGROUND: It is our understanding that you eventually plan to regrade the lot and build retaining walls and a house. The plan is to start with the grading and then construct the house and retaining walls at a later date. The grading plan was submitted to the City of Edmonds and sent back a request for more information. Specifically, this area is in a geologic critical area due to the steep slope and the City would like some discussion about the impact that a house and retaining wall would have on this and surrounding lots, even though the current scope of work is only for grading. A copy of their request is attached as Attaclunent 1. PURPOSE AND SCOPE: The purpose of this report is to address the geotechnical issues raised by the City in their request. It is our understanding that there are no plans for the house and walls with the exception of a rockery along the north property line. Our field investigation was designed to establish the geologic conditions at the site such that we can address the issues regarding the impact a house and retaining walls would have on this and neighboring sites. It was not conducted to make foundation recommendations for either the house or the walls. A vicinity map is shown in Figure 1 and a copy of the grading plan is shown in our Figure 2. We probed three lines oriented and made two hand borings. We have prepared this letter based on the field explorations, information in the literature, surface observations, and our experience in the area. anti o1�� 5����rT ��FILE SUS. The eastern portion of the south side of the lot has been landscaped as part of the yard for the house to the south. That includes plantings, two retaining walls and a shed. The upper, eastern, portion of the site has been cleared. It appears the clearing from that area has been piled on the central portion of the site and the western portion of the site is covered with a thick blackberry cover. The site is relatively level from north to south. There is a relatively steep bank above Olympic view Drive. The central portion of the site is nearly level and the eastern portion of the site rises to the property line and beyond. Based on the topography it appears the upper (eastern end) of the site has been cut, the center part of the site has been leveled, and the lower (western end) of the site above Olympic View Dr has been filled, although there is no verification of that. Geologic Map: The Geologic "DRAFT Composite Geologic Map of the Sno-King Area" map by Booth, Cox, Troost and Shimel dated January 4, 2004 is shown in Figure 4. Based on this map the site is well within the boundaries of Qva or Advance Outwash. This material is generally granular and glacially overridden hence very dense. On steep slopes it weathers relatively quickly to a granular soil which typically stands on an angle of about 39 degrees. The formation is generally permeable and not subject to deep seated landslides. LIDAR: A LIDAR image is shown on Figure 5. LIDAR is a technique of taking pictures with a wave length that sees through coverings on the earth's surface leaving a good 3-D image of the ground surface. Note that there are no signs of massive sliding in the area of the site. Probing: A pointed 3/8 inch diameter, 6 foot long steel rod with a T handle on top was used to probe the area as shown on Figure 2. No attempt was made to probe in the areas covered with cut brush or heavy blackberry vines. The depth of practical refusal is shown in red on the drawing. In general, practical refusal was reached at 1.5 to 6 feet with an average of about 3 feet. Borings: Hand borings were advanced at 2 locations as shown on the site and Exploration Plan (Figure 2). The boring logs are included as Figures 5 and 6. HH-1 was located near the center of the property and encountered on the order of 3-1/2 to 4-1/2 feet of fill over weathered Advance outwash. HH-2 was located near the upper (eastern end) of the lot and encountered'/2 foot of fill Final Report 2-9-10 2 HWA GEOSCIENCES INC. Based on the borings, the depth to refusal of the . probe was not a good indicator of the top of the Advance Outwash. Subsurface Conditions: Based on the above field observations and exploration it appears the upper part of the site has been cut at some point in the past and the central and lower portions of the site have been filled. Fill was probably uncontrolled and is a few feet thick. The parent material is Advance Outwash which is weathered -in -the upper -few feet. There were no indications -of surface sloughing or deep seated failures. RECOMMENDATIONS Slone stability: No indication of slope sloughing or deep seated slope instability was observed. We believe the parent materials encountered were Advance Outwash which is consistent with the geologic map. Deep seated failures in Advance Outwash would not be expected unless it is located on weaker soils and the go for the ride on a very large slide. We do not see any indication of that scenario at this site. We do not foresee any negative impacts on this site or on any neighboring properties from a geologic perspective. Drainage and erosion must be controlled. Grading: The steepest grading slopes appear to be 2H:1 V (2 Horizontal to 1 Vertical). All materials encountered at the site, and we believe all materials on the site that are not highly organic, could be cut or filled to this angle and remain stable. As long as surface water and erosion are controlled, we do not foresee any negative impacts on this lot or neighboring properties from this grading from a geologic perspective. House: A house foundation would be constructed in the weathered Advance Outwash soil and not in the fill. The depth into the Advance Outwash soils was not determined but it is probably a few feet. We do not foresee any reason a house could not be built on this site and we do not foresee the house having any geologically unfavorable impacts on this lot or neighboring properties. Design of the house foundations will require location specific foundation explorations and design recommendations. Retaining walls: In our opinion, properly designed and constructed retaining walls could be constructed anywhere on the lot without causing instability of adjacent properties. The type of wall which is most applicable will depend on location, height and the foundation conditions at the location. Wet weather construction: The soils at this site may be relatively highly erodible depending upon what is encountered in the cuts and what is used for fill. During the normal construction window, normal BMW's (covering bare ground during wet weather, vegetating bare ground, etc.) should be used and should control erosion. CONDITIONS AND LIMITATIONS We have prepared this report for TJ Wilson and his design team for use in obtaining the permit for the grading plan shown herein and addressing the issues brought up by the City of Edmonds in the Attachment 1. Although walls and a house are discussed no explorations were done to support those activities and no foundation design recommendations are presented herein. This report should be provided in its entirety to prospective contractors; however, the conclusions and interpretations presented herein should not be construed as a warranty of the subsurface conditions. Experience shows that soil and ground water conditions can vary significantly over small distances. Inconsistent conditions may occur between explorations that may not be detected by a geotechnical study. If, during future site operations, subsurface conditions are encountered which vary appreciably from those described herein, HWA should be notified to review the recommendations made in this report, and revise, if necessary. If there is a substantial lapse of time between submission of this report and the start of construction, or if conditions change due to construction operations, it is recommended that this report be reviewed to determine the applicability of the conclusions and recommendations considering the changed conditions and time lapse.
