The reasons for this appeal are as follows: Special approval is not required in order for a residential property owner to use his telephone or any room in his home for any lawful residential purpose. The purpose of zoning is to stabilize uses, con- serve property values, preserve neighborhood character, and promote orderly growth and develop- ment. Permitting a business use of the property, as described in the Notice, would constitute "spot" zoning, would be inconsistent with the classifica- tion of the surrounding property; and would bear no reasonable relationship to the welfare of the community. It is unrealistic to expect the petitioning owner of the property intended to benefit by the approval to allow no client visits, signs, or deliveries to or from his home. If the property owner intended to honor and observe these limitations, there would have been no need to apply for the variance. The fact that Planning Department City of Edmonds June 11, 1987 Page 2 the property owner applied for the approval, strongly suggests that he has no such intent. Such approval grants a discriminatory benefit to the petitioning property owner to the detriment of the neighbors and the community at large, with no compensating social benefit. It would be impossible to monitor the activities at the property to determine that "visitors" were guests, and not clients; that packages delivered to or from the home were personal effects, and not products of the business. Denial of the conditional use will work no unfair hard- ship on the property owner; he will still be able to conduct his business, but from a location that is zoned for business and not single-family housing.
