You also stated that the City installed a cleanout on the side sewer in proximity of the recent repair in February 2004. We could not verify that the City did install the cleanout based on our review of City records and discussions with staff in the Operations and Maintenance Division. You expressed that there has been no operational or maintenance issues (other than the broken pipe) with the existing side sewer while you have owned the property. Dept. 12/10/13 From: Maurice Tugby, 8801 Olympic View Drive, Edmonds Subject - Sewer drain pipes You made an initial inspection of the work sewer repair pipe that we did behind my house. We had replaced a small section of the sewer pipe. You did not find any thing wrong with our replacement pipe section connections. However you were concerned with the small rising slope of the pipe to the adjoining pipe. You suggested that I might get a back flow preventer pipe. I did some investigation about a back flow preventer pipe and I found out that in most cases where this was used that the preventer pipe (which has a flapper on it) frequently causes jams and has to be cleaned out (sometimes monthly). So aback flow preventer pipe does not appear to be a proper solution for me. On July 18, 2004 a Rotor Rooter service man advised me to contact the City of Edmonds to see if our sewer problem was partially due to where 3 houses are connected to the sewer outlet a few feet below my property line. Two city employees came out and they wanted to run a camera down my sewer line. They immediately found that there was no sewer cleanout immediately behind my house. They didn't want me to have to spend more money with Rooter Rooter to just an opinion about what needed to be done. They needed to access my sewer line so they broke up some concrete in 2 places (one about 3 feet behind my house and another place about 8 feet away). They then installed a cleanout about 3 feet from my house and they made sure that my sewer line was clean and operating properly. The sewer line goes about 8 feet from the cleanout and then turns and goes about 50 feet downhill to the city drain connection for 3 houses. I had a sewer backup in November 2013 and I contacted Roto Rooter to fix my problem. A man came here and ran a cable (from a cleanout access in my basement) with a camera on the cable. He found out that a pipe was broken just a few feet behind my house. He charged me $465.38 and gave me a quote of $4,500.00 to have the broken pipe replaced. My grown son and I immediately said that price was unreasonable and we would take care of the broken pipe repair ourself. I got a Edmonds Sewer permit and preceded to replace the broken sewer pipe. I feel that the City of Edmonds should not have connected the sewer pipe from my house out to a cleanout that did not have the proper slope (going upward instead of downward). THE SEWER SYSTEM HAS WORKED SATISFACTORY FOR MANY YEARS. I FEEL THAT WE SHOULD NOT BE REQUIRED TO BREAK UP ABOUT 8 FEET OF CONCRETE PLUS CHANGE THE PIPE ON THE SLOPE TO SEE IF WE CAN GET A GREATER SLOPE ON THE PIPE. THE CLEANOUT CANNOT BE LOWERED. I CAN PUT IN A CLEANOUT ON THE SEWER PIPE AT THE BOTTOM OF THE PIPE THAT HAS A SMALL UPWARD SLOPE IF THE CITY THINKS THIS WOULD BE ADVISABLE. I ALREADY HAVE A CLEANOUT IN THE BASEMENT THAT LEADS TO THIS PIPE SO ANOTHER CLEANOUT MAY NOT BE NECESSARY. Last January I contacted Mr Bobby Mills to grit his assistance in alievating a situation resulting from the 88th Street hill above our property. Mr Mills promptly came to our house last January and looked over the problem. He agreed that their is a serious problem and he said that he would have to confer and coordinate with you the following week and then I would again be contacted. I have heard nothing further from either one of you. I have waited for 9 months which seems like a long time to wait for a reply. I understand that F9r Malls has been promoted to Public Works Supt. and so I am contacting you direct. The problem with the street is as follows: Our house is located at the foot of 88th street. Cars are unable to stop, in some circumstances,(et the stop sign) and come sliding across Olympic View Drive and into our garage. Approximately $500.00 damage was done by such an accident about 2 years ago.- We had phoned the :Edmonds Street Dept. about 6:30 A.M. and told them that the hill was extremely icy and that curs wnra sliding on the hill. We requested that the hill be blocked. A car came down the .hill;and couldn't stop about an hour later(end tho road still hadn't been barricaded). I mRde the following January: Suggestion 1 Put a 3 foot high berrior either at the edge of Olympic View Driva (West Side) from point ca to point b. Or put the barrier on the Wo st Sidra of the bikepath from point a to point b•:. Suggestion 2 Put a better warning sign for the stop sign[the sign can't be seen 25 feet away as you come down the 88th street hill]. Possibly a sign could be installed warning of icy conditions. The hill can be slippery during wet weather or when gravel spills on it as well as during icy or snowy conditions. The hill condition was worsened several years ago when Olympic View Drive was repaved, widened, and a bike path added which made bur remaining driveway steeper. Their is nothing for cars to stop against when they start sliding and hence they have sometimes slid into our driveway and did slide into our garage. I hope to hear from you this week.
