The consumption was about twice what we used in the city of Seattle. We called the water department to find out what could be wrong. A number of suggestions were offered; leaking toilet, leaking faucets, leaking irrigation system, an unknown water fed sump pump. All were checked and no leaks were found. Another recommendation was to read the meter at night and the first thing in the morning without intentionally drawing water, no change in the consumption was recorded, yet the water bills were still high. We measured the water (in five gallon pails) and found the meter numbers rotated faster than the actual consumption. The water department agreed to install another meter and check the existing. We were told a charged would be assessed for the service if there was nothing found wrong. We were told the meter checked out okay and the replacement was left in. Our suspicions of a malfunctioning meter were confirmed when the consumption level returned to a more normal reading in the months following the installation of the new meter. Please see the consumption summary below. We -feel it is fair to be reimbursed for charges over and above what would seem reasonable for the period 6/5/89 to 1/23/90.
