Chairman Naughten announced his recommended appointees to the committee: John McGibbon and Keith LaBelle to serve as co-chairmen; Scotty Dastis, Ann Wermus, Don Schroeder, and Ed Aliverti as the four citizen representatives; and Buz Bauman. Bob Pantley, and Kris VanDriel as the professional representatives. A MOTION WAS MADE BY COMMISSIONER SITTAUER, SECONDED BY COMMISSIONER GOODHOPE, TO APPROVE THE MEMBERSHIP OF THE MULTIPLE - ZONING COMMITTEE. MOTION CARRIED. Chairman Naughten said the first objective of the committee would be to meet and establish a list of objectives and a time schedule as to when they hope to meet those objectives. He recommended that the committee meet twice a month. He said that if they pursued a questionnaire of the Edmonds citizens there were several avenues open, e.g., newspaper, water billing system. He said any questionnaire should ask specific questions. He said the Planning Department had offered cooperation and legal counsel would be available if needed. CONTINUED AGENDA R-5-77 Rezone by Petition'- RML to RS-8, property located on 83rd Ave. W. and 84th Ave. W., east of 400dlake Dr. Mark Knudson of 21005 Woodlake Dr. said his group had been negotiating with Walker Homes since the petition was filed. He said Walker Homes had been very cooperative and the majority of the signers of the petition had agreed to withdraw the petition at this time. He outlined some of the the things Walker Homes had agreed to: A:: the south end of the lot there will be 70' from the contiguous lot line to the first building, and at the north end there will be 50'. There is a 30' buffer strip in that area which will be planted with 10'-12' evergreens and maintained by the builder for two years. All existing trees in the 70' and 50' areas mentioned above will be left except for reasonable trimming and pruning. The builder also agreed to negotiate to try to get a sidewalk from Woodlake to the Five Corners intersection. Mr. Knudson said the landscaping they propose will be conditioned upon acceptance by the Amenities Design Board. He said it was agreed that if Walker Homes doesn't build the apartments within three years then either party may petition the other to reopen the contract. Walker Homes also agreed to upgrade the siding and roofing on the building. Chairman Naughten con- gratulated both parties for working out this situation between themselves. Rlw -77 Rezone by Petition - BC to RS-6,.the north half of the block bordered by75th Ave.,N. Bell St., 6th Ave.'N.,,and Main St. It was announced that this item will he heard October 12. ST-11-77 Amendment to the Official Street Map to add 207th St. S.W., between Maplewood Dr. and 88th Ave. W., and to remove 88th Ave. W. from 206th to Main St. Ms. Charleson said there is no existing street or proposed street on the Official Street Map to serve the area that 207th St. would,as proposed. She said the zoning is RS-12 in the area. 88th Ave. W. is not open from 204th to Main St. A 40' wide right-of-way was recommended on 207th with a "T" hammerhead turnaround. Also 88th W. would be removed from 206th to Main St. because it is not needed as a 206th access to Main St. Ms. Charleson said the Engineering Department is trying to reduce entries to Main St. The 30' right-of-way would be retained for utility easements. Ms. Charleson said there would be no significant adverse environmental impact from the proposal, and she recommended approval because it would provide access to the area not presently having access. Assistant City Engineer Dick Allen then explained the existing access for various lots in the area. The public portion of the hearing was then opened.
