00437r - • CONTINUED AGENDA R-5-77 REZONE 8Y PETITION -'RML to RS-8 property located on 83rd Ave. W: and �. 84th Ave. W., east of Woodlake Dr. Ms. Char.leson said this had.been postponed from the previous month. The neighbors had. petitioned ttie Planning Commission to downzone,some RML property which was located in the midst of'RS property. Ms.'Charleson stated that the neighbors had been meeting with the developer of the prop- erty and were still negotiating with him. Mark Knudsen of 21005 Woodlake Dr., one of the petitioners, stated'that they were making progress with the developer and. requested this item be continued again. Fie said they were discussing a greenbelt: between the residential property and the - proposed apartments, reduction,of density, of the apartments from 60+.to 40+, and some changes the developer could make outside for the safety of children. Tom Perry, architect for the project, -said the developer concurred and also requested`a postponement. She .explained the Planned Residential Development concept for the audience. She said this .proposal`rill.-have.tr'�o. '61-de-sacs, on the flat portions of.the"site,;.there being'steep' ravines running west of the site and between the t�wQ cul-de=sacs. Ms.,Charleson s-howed slides of the site, noting ,that it: has .substantial.,vegetat•ion. She said planning requirements in terms of land use had been, met; and. - she recommended approval. Dick Allen addressed drainage and -sewage disposal. lie said the City has an arrangement with,, the City of Lynnwood for rerJ-procal use of sewer mains, and connection would'be required based on availability provided by that arrangement. He said the health codes require such developments as this connect to the sewer sysLem also. lie said• this area is one of known sIide'condi- - tions and the developer had Suhnlit:Led some ana.lytes of the soils. He noted that with the small nuliiber of•homes on the site and the large undeveloped area there was sufficient: room ,for the.devel.oper to provide on -site disposal of'wtrter 1r1c1 that the development WOUld not cause any increase in runoff, lie said the preliminary analysis appeared correct and he saw no .problem with continuing with the development. - lie added that the developer- would provide roads, water, power, and other facilities for the lots under *the supervision'of the Engineering Department. He supported the recommendation for approval. The public portion of the hearing was'. then opened. The applicant was not present but Rick ilcArdle.of Kegel &. Associates, tile project designer, was present. He'said the applicant was willing to hoot; up to the.Lynnwood sanitary sewers and had already taken preliminary steps to do so.
