Block was only addressing the street trees, however, and Mr. Wight said if
they were set back as much as 8' from paving they should be all right.
He also suggested that sycamores are similar to the tulip trees and
behave better in paved areas. Mr. Burton said they would fit in more
with the 5th Ave. preliminary designs, and the applicant said that
would be fine. Mr. Wight said columnar oak or birch would also give
the same effect as poplars. Mrs. Block advised the applicant that his
proposal would be allowed nine compact car spaces and that he could use
them in the difficult parking areas. MR. WIGHT THEN MOVED, SECONDED
BY MR. MATTSON, THAT ADB-10-78 BE APPROVED WITH THE SUBSTITUTION ON 5TH
AVE OF SYCAMORE OR PIN OAK TREES FOR TULIP TREES AND ON 4TH AVE. COLUMNAR

Mrs. Block said these plans were very preliminary in nature and at this
point could not be given final approval. She said a substantial amount

of grading will be required, but there was no grading plan included.
The Engineering Department had indicated some circulation problems. A,.
20' curb cut had been suggested and removal of a retaining wall to

facilitate circulation. Parking was not shown in total --none of the
-
interior spaces were shown. The large areas of the site were not
;
indicated as to landscaping materials. The applicant responded that:
the. retaining wall was there because of the difference in elevations.
He said the areas not shown as landscaped were recreation areas and
,
would be grassed. He pointed out the undercover parking. He said there
is a very dense and high existing shrub which they would like to keep

instead of planting trees on the 5th Ave. side. Buildings and Grounds
Superintendent Don Burton said he believed that shrub was Portuguese.
Laurel, and Mr. Wight said that was certainly an effective screen.
The applicant said he was proposing a beige stucco siding and that he
was trying to locate a mission tile in California that would, in color,
be purplish to clay tile red. There will be a 6612' x 100' courtyard
which will be oriented toward the Sound. MR. WIGHT MOVED, SECONDED BY
MR. MATTSON,.THAT ADB-11-78 BE GIVEN PRELIMINARY APPROVAL, AND THAT IF
THE BROADLEAFED EVERGREEN HEDGE ON 5TH AVE. IS KEPT IN GOOD CONDITION

She also read excerpts from the Planning Commission minutes of

December 14, 1977 when this PRD was reviewed by that body.. She said
only development plans were being submitted for review at this time,

the landscape plan to be submitted later. Tom Archey, the developer
of the PRD, said there had been several attempts to develop this property.
He commented that the density was directed by the topography. Mr. Mattson
