LEGAL DESCRIPTION: See Exhibit 2 IV. STAFF FINDINGS AND CONCLUSIONS: Originally, PRD-4-77 received final approval by 1977 by the passage of Ordinance 2082. The effective date of that ordinance was July 30, 1979. By code the project must be completed within two years -after the effective date. Exhibit 3 clearly explains the complex delays faced by the applicant in trying to complete the project. The City issued building permits on the project (#800531 thru #800536) in December of 1980. No changes have been made in the design of the project. A negative declaration was issued on December 14, 1977. Since there are no changes proposed in the physical aspects of the development, that SEPA determination still stands. V. STAFF RECOMMENDATION Section 20.35.110 allows extensions to final planned residential developments. Even though the units are attached, an extension to the original approval can be considered as the request was filed prior to the expiration date of the PRD. It is the recommendation of the staff that PRD-4-77 be granted a two year extension to the final approval. No changes have occurred in the project; but there have been extenuating circumstances causing a delay in the construction, as outlined in Exhibit 3. • ME M=
