has been poor because of the length of time to get firefighting
equipment to the area. She also felt that residences so close to
each other would cause friction among the residents, and she said
there already was a lot of friction in the neighborhood because of
children, dogs, noise, etc. She was also concerned about where
children would play and about children walking to school. The public
portion of the hearing was closed. Commissioner LaBelle felt the
drainage was a solvable problem. He noted that people appeared to
be opposed to multiple structures as much as anything, feeling they
are nothing more than apartments or condominiums, but that the
development would offer an alternative housing style in the community.
He did feel that an inordinate amount of traffic should not be forced
onto collector streets. Commissioner Hall was of the opinion that
the alternative plan presented this evening was ghastly. She felt
the first plan with the more natural area would be beneficial to the
neighborhood, but she suggested that another plan be considered in
an attempt to please the majority. Mr. Kinderfather said the developer was
not willing to revise Phase I. Commissioner Hall then suggested more
play areas and more parking, to which Mr. Kinderfather responded that
they felt this type of development would not generally attract families
with children. He added that the developer was planning a tennis
court for the development. Ms. Charleson interjected that four parking
spaces were provided for each unit and there was some additional guest
parking. She said the ADB had reviewed the first proposal and that
six or seven extra parking spaces had been provided for the two southerly
knolls. Commissioner Ross.said this property was going to be developed
one way or another and, in his opinion, the PRD was the best for it.
He noted that it conformed with the Policy Plan and created more open
1 space, and he stated that he was in favor of the plan. Commissioner
Smith discussed the traffic and said he did not see that there would be
such a nightmare of traffic created. He was concerned about drainage.
He noted that.with 80% of the trees being left there was less chance
for slides and he also noted that additional fire hydrants would be.
installed. He suggested if the neighborhood was having difficulty
with prompt response to fires that they should complain to the Lynnwood
City Council as they have jurisdiction in that area. He said he had
looked over the area and he could not see that the last 13 units would
cause the damage to the neighborhood that the neighbors seemed to expect.
He was in favor of Phase II of the PRD and he felt it would be an asset

A SECOND. Commissioner Hall said she would like to see traffic access
on North Meadowdale Rd. which should alleviate some of the fears of all
the access being on 68th. Chairman McGibbon opposed the motion and
favored the PRD which he felt supported the Comprehensive Policy Plan
and accomplished what the City Council has indicated they want --open
space, less asphalt, and retention of trees. He noted that this parcel
of land would allow 36 units with the lowest density in the City, and
he did not consider 29 units on 16 acres to be saturation.. He felt
the major problem was one of traffic, but he did not••think one developer
should bear the brunt of traffic problems as he did not create the traffic
problems. He felt that although the traffic would cause inconvenience,
it would not be a disaster. COMMISSIONER SMITH THEN MOVED TO APPROVE
