Commissioner Sittauer was not sure $250 was enough and Commissioner Hall suggested $500, but Commissioner Ross felt the only equitable way would be to base it on percentage and he suggested .5%. Mr.. Herzberg responded that all of the prices on the building permits would be dropped by that percentage. City Attorney.John Wallace commented that dedication of land does not always fit in with proposed park lands so you can justify taking money in lieu of the land. He said you can charge the new people coming in because you have a certain capital base that the people in the town already have been paying. Further; that the impact comes from people, not from the value of the house; e.g., two people in a $50,000-house impact the facilities as much as two people in a $100,000 house. A negative environmental declaration had been made as the Staff felt the development should not have a significant adverse environmental impact if the road and first single unit were moved, as proposed by the applicant. Mrs. Block recommended approval with the changes regarding the relocation of one unit and the road. The Staff felt this was the best type of development for a site such as this as it would preserve the natural features, would be compatible with the surrounding -uses, and should provide for a high quality living environment for future purchasers.
