01281Alteration of Existing Platural Storri Drainjand increased Flow in Shell Creek Construction of impermeable surfaces6 on the site will increase storm runn-off by 8.35 cfs from developed areas. Urban pollutants such as oil, fertilizer, silt._ etc., will further, affect the' uality of the water in Shell Creek. Loss of Potential Public Open Space and Recreation Area as Defined on the Comprehensive Plan. _ Construction of a substantial number of private dwellings will prevent eventual I public purchase of the land in the* valley for park purposes. Urbanization of the valley will also make the environment less desirable for public recreation purposes. - Increase of Human Population, Density in the Valley with Increase in Noise' Levels and Automobile Traffic If It is assumed that 8 automobile trips per day are generated by each household, approximately 512 additional trips will occur daily on Bovrdoin tilay. (31 trips per hour'over'a 16:hour period). This street is an improved 60 foot community arterial and although recent traffic counts are not available, it will not be overloaded by the increased traffic. However, noise and emissions will be generated by the additional traffic, and local congestion may occur at the intersections at.peak- -traffic hours. Because of the potential increase in population in the valley, there will be an increase in the human use of the valley floor and adjacent parks. Although the population density will be less than that allowed under RS-8 zoning the density would be substantially increased above that presently existing in the valle .
