01447Edmonds Planning Commission Meeting - 3/16/66 (Page 4) Owners of the adjoining property in question said they didn't intend to dedicate addi- tional right-of-way. Mr. Larson said additional right-of-way could be obtained by moving property lines to west and still maintain lots of adequate size. There followed a discussion of inadequacies of plat and application as presented. iThe Planning Commission then took their regular 10-minute recess. Upon reconvening, Mr. Bennett read the City Engineer's comments and recommendations regarding the plat. Among other things, the letter pointed out that the proposed plat conflicts with the Comprehensive Land Use Plan, as the area is proposed as a City Park; t at utilities o e area are efficient; specifically water mains, sewers and streets; and that any action on the plat be held in -abeyance pending development of adequate water main and sewer main plans for the area and street right-of-way plans, as Hindley Lane, Sth Avenue and Melody Lane right-of-ways do not meet the City's standards of 50 feet for residential areas. Mr. Larson, the applicant, stated that the right-of-way on 7th Ave. can be solved. He felt that holding up development of property until utilities are sufficient is wrong. If 7th Ave. No. were improved to 50' requirement and legal owner signed application, the difficulties would be overcome. He asked if he came back in thirty days with these two conditions met, would the proposed plat then be approved. Mr. Murphy said the Planning Commission didn't have to answer this question. Mr. Leif Larson came in at this point from another meeting, and commented that to sewer this particular piece of as noted that a preliminary plat land would require a pump installed by developer. NEW BUSINESS Discussion.on comparative costs of underground wiring was postponed until such time as more information is available. It was moved by Mr. Hubbard, seconded by Mr. Propst,that by its own motion a public hearing be set for April 20, 1966 to consider amending the Comprehensive Plan to Multiple on the area bordered by Dayton and Walnut and 6th So. and 7th So. Motion carried. By motion of the City Council, the Planning Commission had been requested to study the area on the west side of Second Avenue from Bell to Edmonds to consider amending the Comprehensive Plan Map to Single Family Residential. Mr. Bennett appointed Mr. Payne, Mr. Haines, Mr. Propst, and Mr. Nordquist to a committee to study the proposed amendment. Mr. Sproule McGinness was present and gave backbround on reasons for request, stating ite firm in their conviction that the area along that property owners in the area were qu the block on the west side of 2nd Ave. between Sunset should remain RS. The other half of Bell and Edmonds Streets is residential. It was moved by Mr. Nordquist, seconded by Mr. Hubbard, that after reviewing the appli- cations for Conditional Use Permit before the Board of Adjustment, each be recommended for approval by the Planning Commission. Motion carried. Mr. Middleton then discussed with the Planning Commission and Mr. Larson the feasibility of a restudy of a plat of Mr. Belt's property south of Main Street and near Five Corners. There being no further business, the meeting adjourned at 10:20 p.m.
