01490Edmonds Planning Commission Meeting - 8/17/66 (Page 3) ZO-3-66, Amend Section 1.08.010 to realign the terms of the Planning Commission Affidavits of publication and poster presented. The proposed ordinance, setting terms of office for the Planning Commission at six years, was read by Mr. Payne. The ordinance further set forth a series of expiration dates for the nine positions for the first appointive members in order that the fewest terms would expire in any one year. All expiration dates would be effective on the annual anniversary date of the ordinance. There was no discussion from the floor. It was moved by Mr. Thompson, seconded by Mr. Haines, that recommendation be made by resolution to the City Council that the proposed amendment to Section 1.08.010 of the City Code be adopted. Motion carried. i Plats Edgerton Realty, applicant for preliminary plat of "LINDELL HEIGHTS" Affidavits of publication and poster presented, along with note of notice to adjacent property owners. The letter of'the City Engineer was read, recommending denial of the preliminary plat, and setting forth reasons for same, the primary reason being the need for a dedicated street of greater dimensions instead of the proposed 35' private road. The report of Mr. Gilchrest recommended denial by reason of the substandard road and the fact that some lots are less than 100' in depth. Mr. Douglas Webb, of Ruskin -Fisher & Associates, Inc., the engineers, said they had known from the start that this was a substandard road, but.this was an odd piece of ground leftover from surrounding development. Mr. Hegre, adjacent property owner, said that tests for percolation were done in completely dry weather; that he has problems in normal weather with his septic drainage,.and during time of snow last year, he had had to have his septic tank pumped twice.. Another gentleman said he has three acres with an orchard next to this property. Mr. Hubbard said he felt this property could be developed much better if it could be combined with another piece of property. Mr. Owen Williams, across the street from the property in question, said he had looked at the proposed plat and saw everything in it was substandard. He felt it could not develop with anything but cheap houses. He added that he had been there nineteen years and there is a drainage problem. He noted that there were plans for a parochial school across the way, and these would probably be family homes. Mr. Webb said that while they realize that this is a substandard plat in many ways, it has to be because of the ground. Their sanitation department was aware of the problems and had thoroughly saturated the ground before taking the tests. Mr. Hegre said one hole was next to his property, and the water there drains onto his property. Mr. Williams said there is two to two and one-half feet of top soil oil top of completely impervious hard pan. Mr. Hubbard said that in light of the comment about an interest in sewers in the area, and their apparently being very much needed, along with the recommendation of the City Engineer and the professional planner5 he would mjve at this time that the plat of "Lindell Heights", File No. P-5-66, be denie The moti*in was seconded by Mrs. Shippen. Mr. Stallbaum said it did appear that there is a possibility of additional ground, and a better development might possibly be worked out in the future. Mr. Hubbard added that it should be at a time when sewers are in. Mr. Haines said that except for one lot, these lots meet the square footage requirement for the zone, and if the people of the area are interested in maintaining larger lots, then they should petition for a rezone to RS-12. Motion carried. Subdivisions 5-24-66, John Kosco - 2-lot subd. on 9th No. at 195th P1. S.W. (cont'd frpm 7/20/66) Mr. Kosco was not present. A revised subdivision had been submitted. Mr. Kosco was not present. Mr. Haines reported that he and Mr. Stallbaum had reviewed the property in question and it appeared to be a very logical subdivision. They recommended that the subdivision be granted. Mr. Gilchrest's report offered no objection.
