Th,2:,e was no discussion on the proposal. It was moved by Mr. Haines, seconded by
Mr. Propst, thLt recommendation be made to the City Council by resolution that "Design
Standards for Major E Secondary City Streets in the State of Washington" be adopted
by reference. Motion carried.

This matter had been continued in order to develop a road system for the area. Mr. Larson
reviewed the proposed road system, and stated that one of the difficult problems in
i connection with the proposed development of Both W. is that there are quite a few houses.
Both would go through, and 201st and 203rd would connect with Both. However, he noted
that the hearing at this meeting was on 203rd only.

j Mr. Nels Hendricksen said that prior to purchasing the property in February he inquired of
ii the City Engineer whether there were any problems, and was told that there was no interest
in streets. He would lose one lot and so would property owner next to him.
Mr. Larson said that due to the difficulties they have had with properties in the area,
the. City has found that streets are needed. The City is now preparing a Comprehensive
Street Right -of -Way Plan, so that in the future the City will be more knowledgeablein
discussing streets with people.
Mr. Jerry Simpson said that he had bought in 1948 and has worked hard to develop the
property with a nice playground for the neighborhood children. They have 7,0' from the
1—lise to the property line. This would ruin the whole ground, and the Fire Department
would never come in through there, he said. Mr. Larson emphasized that this street plan
was based on zoning and future development.
Another gentleman presented a petition concerned with Both W., and was advised that
hearing concerned only 203rd at this time, and the petition should be held until such
time as a hearing was set on Both. Another gentleman suggested that a survey be made
to determine how adequate 81st W. would be to handle traffic from 203rd.

Mr. Haines said it would seem to be a service to the residents in the general area to
put 203rd through. However, h� was concerned with the rights of the property owners,
and asked Mr. Murphy if pa sagi of the proposed amendment would deny a property owner
the use of his land. Mr. Murphy said new construction would have to set back from
the proposed right-of-way. However, a building permit application made prior to passage
of the ordinance would have to be honored.
Another gentleman said that if the matter were left up to the residents, the streets
would not be opened, but he realized that future streets will be needed, and this is
a long range plan for a street which may not go in for a long time. Mr. Thompson said
that; it was evident that the street will be needed some time in the future, and, there -
core, moved that recommendation be made to the City Council by resolution that the
proposed right-of-way for 203rd S.W., as set forth in File No. CP-23-66, be approved.
The motion was seconded by Mr. Stallbaum and carried.
It was then moved by Mr. Stallbaum, seconded by Mr. Nordquist, that hearing be set for
th,n Jr.nuary 18th meeting on the balance Of the streets shown on Engr.'s Drawing No.
1.231/67. Motion carried.

A revised sketch was submitted, showing Frederick Place as a through street to 176th S.W.
and 76th W. Mr. Meyring said that the University of Washington property was a forestry
grant to the colleges of the University of Washington and Washington State University for
a forestry laboratory, and as such the regency has no power to grant right-of-way of any
kind. The road as now shown would connect with a temporary turn -around until Frederick
Place could connect with the intersection of 76th 41.
