01555Edmonds Planning Commission Meeting - 1/19/67 (Pape 4) There was no further discussion of the rezone, and it was moved by Mr. Propst to recommend by resolution to the City Council the rezone of the property legally described in File No. R-30-66 from CG to BC. The motion was seconded by Mr. Thompson and carried unanimous- ly. The Commission then took its regular 10-minute recess. Plats P 1-67, Stan Bernhoft - Preliminary plat of "TALBOT VIEW" Affidavits of publication and poster presented. Mr. Larson reviewed the engineering requirements, including r/w dedications as shown on the plat, and the need for a 10' utility easement on the east line of the property for future sewers. The property is adjacent to the University of Washington property, he said, and as proposed, the UW property would be landlocked, eliminating any possibility for future access. He pre- sented a suggested revision with the cul-de-sac ending against the south property line, stating that it would not affect the number of lots. This had been discussed with Mr. Middleton, the engineer. Mr. Middleton said he would prefer the original submission, but Mr. Bernhoft, the owner, had agreed to the revision. He would, however, suggest a it strip at the end of the cul-de-sac to block access. Discussion ensued on access to possible future park, and concern for traffic. Mr. Larson agreed that this should be an access, but it would be a minor one, with the major access from Olympic View Drive. There was no audience response. Shippen that the preliminary_El revised and labeled "Exhibit.A" It was then moved by Mr. Thompson, -seconded by Mrs. of "Talbot View", File No. P-1-67, be approved as subject to engineering requirements. Motior care e4 'P-1r65, Final Plat of "HENSON'S ADDITION, DIV. NO. 1 (originally submitted as "Nelson's Addition, Div. No. 1") It was noted that at the time of submission of the preliminary plat, it had been indicated that the name of the plat should be changed. Mr. Larson said the plat itself had not .been changed. All dedications were in order, he said, and the bond would be posted for engineering requirements, and the property is being assessed for sanitary sewers. It was moved by Mr. Haines that approval be given to the change in names for this plat, our File No. P-1-65, from "Nelson's Addition, Div. No. 1" to "Henson's Addition, Div. No. 1112 and that final plat, as presented, be approved. The motion was seconded by Mr. Propst and carried. Subdivisions 5-1-67, Charles F. Hodgson - 2-lot on Frederick P1. and Talbot Road Affidavit of Poster submitted. Mr. Larson reviewed the check list of engineering require- ments, including dedication of 5' width for r/w along Talbot Road and Frederick Place. He added that there was no apparent problem for septic systems. There was no discussion from the audience. It was moved by Mrs. Shippen that Subdivision No. S-1-67 be approved subject to engineering requirements and dedication of 5' along Talbot Road and Frederick Place for right-of-way. The motion was seconded by Mr. Stallbaum and carried. 5-2-67, Royal Higbee - 2-lot on Cyprus Place and Talbot Road Affidavit of Poster presented. Mr. Larson reviewed the check list of engineering requirements, and stated that 5' dedication for r/w along Talbot Road would be required. Existing r/w along Cyprus Place was sufficient. Mr. Hamilton and Mr. Haines had studied the proposed subdivision and said they saw no problems. It was moved by Mr. Haines that subdivision No. S-2-67 be approved as sub- mitted subject to engineering requirements and dedication of 5' on Talbot Road for right-of-way. The motion was seconded by Mr. Stallbaum and carried. Mr. Middleton noted just for the record that Cyprus Place is actually Cyrus Place, and is shown on maps in error. It was named, he said, for Cyrus Pope of Pope and Talbot.
