He asked that the City study the environmental impact very carefully and handle the situation of the children. He said they go up 174th and then down the valley. Mr. Forsander said he had not mentioned drainage because it had not yet s been designed. He said they would not handle drainage by digging up the I site and putting in concrete pipes, but they would have some sort of 7, detention system and minimize the increase in runoff from impervious surfaces. Also, they intend to do a•traffic study as a part of an expanded w- environmental checklist. He congratulated the applicant and his associates on their design, being an architect himself. He said thisR is the. first organized planning effort in this area and he thought the Planning Commission should encourage Mr. Bilder to proceed as he has started.. Regarding drainage, Mr. Saterlie said the City has a strict drainage ordinance and would require that no storm water leave the site at any rate greater ` than under natural circumstances, and a drainage design will have to be submitted for approval. He said the City has an expert on the staff who keeps good tabs on drainage in Edmonds, and the project will not go through if the drainage cannot be -taken care of properly. Commissioner Hall was concerned about the grade of the road R going into the site, and Mr. Forsander said it cannot be more than 14%. He said it is relatively flat on the ridge, and the road will be far less than 10%. He noted that the topographic map displayed was inaccurate as it was done from an aerial photograph, but they were in the process then of surveying ;r t} the site. He also said, in answer to a question, that there will be a homeowners' association responsible for all of the common areas.
