Earl Morris, 17306 73rd, one block to the south of the site, said he had
lived there 52 years and owns three 1/2 acre sites, and the reason for the

zoning was because of the slope of the land. He said they had to have 1/2
acre.sites to the west because of the slope, and they were reduced to
12,000 sq. ft. where the land leveled. He congratulated the applicant and
his associates on their design, being an architect himself. He said thisR
is the. first organized planning effort in this area and he thought the
Planning Commission should encourage Mr. Bilder to proceed as he has started..
Regarding drainage, Mr. Saterlie said the City has a strict drainage ordinance
and would require that no storm water leave the site at any rate greater

than under natural circumstances, and a drainage design will have to be
submitted for approval. He said the City has an expert on the staff who
keeps good tabs on drainage in Edmonds, and the project will not go through
if the drainage cannot be -taken care of properly. William Johnson said at

17201 and 17205, going down 72nd, they take all the drainage through their
yard, and Mr. Saterlie encouraged him to see Bob Franklin in the Engineering
Division to discuss his problem. He noted that the drainage ordinance
covers new development and pre-existing problem situations are difficult to

submitted. Commissioner Hall was concerned about the grade of the road

going into the site, and Mr. Forsander said it cannot be more than 14%. He
said it is relatively flat on the ridge, and the road will be far less than
10%. He noted that the topographic map displayed was inaccurate as it was
done from an aerial photograph, but they were in the process then of surveying

the site. He also said, in answer to a question, that there will be a
homeowners' association responsible for all of the common areas. Commissioner
Hall gave Emerald Hills as an example of steep private roads that were
