HI Jeanie,
Thanks for the email and we are connecting with engineer of record in trying to come
up with a sensible solution. In light of the points you made in the email I want to see if
I can get some clarification on the following :
1: Do we still need to conduct a wetland study if the engineer were to come up with a
revised drainage design for onsite dispersion and get the Geotech to weigh in on it?
Pursuant to ECDC 23.50.040.G.5.d, stormwater management facilities may only
be located in this outer 25 percent of Category III or IV wetland. Buffers for
wetlands are determined by the habitat score for the wetland. Assuming the
wetland to be a Category III or IV wetland, the buffer could be anywhere from 40
feet to 225 feet depending on habitat score. So a wetland report is necessary to
ensure the dispersion features or any stormwater management facility is located in
the outer 25 percent of the wetland buffer.
2: What are the implications of a "non direct discharge site" if we were to propose a
plan to discharge into the stream on the north side?
The LID exemptions would need to be reviewed and if exempted, a detention system likely be
required. If the project has over. 5000sf of impervious surface area (I don't recall this off
hand), there may be other implications such as flow control compliance. Dispersion could
possibly meet the LID requirement, but generally the slopes look too steep to get credit under
this BMP and potentially there wouldn't be enough length available for the flow path.

This email is in follow-up to the field meeting Monday and our phone conversation
earlier today.
Notes:
• Storm pipe installation at the SE corner of the property, as currently designed,
would leave pipe suspended in the air
• The area in which the storm run (from proposed on site CB to City CB in gutter
flow line on 76th) is very wet and plant life resembles that of a wetland
• If the storm pipe were to be installed as proposed the area would need to be
graded (filled) and the approved plans do not indicate any grading in this area,
nor
• A block retaining wall exists on the east side of the sidewalk, which is not shown
on the approved plans
I have reviewed photos from the field visit, as well as the approved plans, with City
staff, including, Environmental Programs Manager, Kernen Lien, and Stormwater
Engineer, Zack Richardson, and it has been determined that the following will need to
be provided to the City prior to continuing with the storm conveyance installation at
the site:
1. Wetland report prepared by a biologist. Wetland determination, delineation and
buffers shall be provided.
a. Please note, storm pipe outfall location will be limited to the outer 25% of
the wetland buffer.
2. The stormwater system will need to be re -designed by an engineer based on the
wetland determination and buffer areas.
a. Please note, a proposal to discharge to the stream will no longer qualify
the site for direct discharge.
3. If dispersion on the slope were to be proposed, a geotech will need to complete
review of the plans and provide a letter of concurrence to the City.
