05-56 reinig sw ltr.doc October 11, 2005, Mr. Roger Reinig nd 10230-242 Place SW Edmonds, WA 98020 RE: Sidewalk Installation Requirement Under Short Plat S-05-56 Dear Mr. Reinig: I have reviewed your letter dated September 27, 2005, and have visited the site to inspect existing site conditions. Under the City’s 2002 Comprehensive Transportation Plan, guidelines and criteria were incorporated outlining the requirements for the installation of sidewalks within the City limits. As development occurs, we look at the guidelines to determine whether sidewalks are required. We realize there aren’t sidewalks in your area, but you are not the only one in this position. However, since you are currently developing and meet at least one of the criteria listed under the sidewalk policy, and since the topography will allow for the construction of frontage improvements, sidewalks will be required. As a condition of short plat approval, the frontage improvements must be completed prior to recording. We do give you an option where you can either bond for the frontage improvements and record, or you can do the improvements prior to recording. If you bond for the improvements, the improvements must be constructed within one year of recording the short plat. Please note that frontage improvements may include road widening and storm drainage, not just curb/gutter and sidewalk. Although we recognize only a small segment of the street will have sidewalks, we are not the only jurisdiction that requires sidewalk installation when there currently are no sidewalks. There are numerous sites within the City that have sidewalks in front of one or two properties in the entire block, so you are not alone.
