Dear Staff:
This letter outlines the revisions and corrections made per planning, building and engineering review
comment letters. Below is a list of the comment response documents addressing the comments and
requests:
Engineering Comments, JoAnne Zulauf March 14, 2019:
GENERAL
1) Submit ROW Permit Application form
Response: ROW permit application will be made by applicant.
2) Submit Side Sewer Permit Application form
Response: Side sewer permit application will be made by applicant.
3) A Stormwater Covenant is required to be recorded against the property based on the
proposed stormwater facilities for the project. Please complete the covenant, including
notarization and any required exhibits and submit to the city. Ensure the stormwater
covenant meets Snohomish County Record Drawing requirements. The document must be
complete, but will not be recorded prior to permit issuance. Prior to construction, final
location of facilities are to be verified (by field inspection and asbuilt) and then the covenant
will be recorded.
Response: See attached signed Stormwater Covenant.
4) The project is located within the downtown area. Please show and/or describe the haul route.
Response: Haul route map added to sheet TP-01.
5) Please show the full driveway approach to be paved, currently only a portion is shown to be
paved.
Response: Full driveway approach pavement expanded as much as possible and maintain 14%
max slope.
6) Add note: Utility patches shall be combined and full width or half width overlay will be
required depending on the extent of disturbance. Where utility patches fall entirely within
one travel lane, the overlay shall extend to the centerline of roadway. Where utility patches
extend into both travel lanes then a full width overlay is required.

Review Comments:
1. The infiltration overflow requires additional attention:
a. It appears the proposed easement area and outfall piping conflicts with
improvement proposed under BLD20190102; update and address as
needed.
b. It appears the overflow pipe would be projecting out of surface at the
proposed CB on -site; update and address as needed.
Response: Proposed system from adjacent project shown to clarify no conflict exists.
