Before I can sign off on the permit, however, the following information needs to be clarified: 1. Datum Point: On the site plan, I could not locate the datum point used as the basis for the height calculation. Please indicate what point was used and its elevation. 2. Steel Rain Cisterns: It is unclear if the two 20’ rain cisterns proposed on the northwest corner of the parcel are above grade or below. If they are above grade, they may not be placed in the street setback along 100th Avenue W. As an alternative, the tanks could be placed on the north side of the building where there is zero property line setback adjacent to the BC zoned parcel to the north. 3. Signage: I had some questions regarding the proposed signs. First, will the monument signs near the entrances to the parking lot be directional in nature? Second, will the existing pole sign simply be refaced with a PCC logo or will the entire pole structure be replaced? New pole signs are prohibited in the Westgate district although existing ones may be reused and refaced. Third, the number of signs proposed (3 PCC and 2 subtenant) exceeds what is allowed in ECDC 20.60.025.A.4. Finally, according to ECDC 20.60.030.B, the maximum height of wall signs is 14’ or the height of the face of the building on which the sign is located. The two proposed wall signs appear to be higher than both the southern and western faces of the building. To resolve these concerns, it may be useful to make use of a provision in the code (ECDC 20.60.015.B.1) that allows the Architectural Design Board (ADB) to review and approve an application that "requests a modification to any of the standards prescribed by this chapter." If you choose this route, please do so as soon as possible so we can quickly schedule the project with the ADB. You would need to submit a land use application and review fee of $415. Your application should address the entire signage system for the project and provide justification for how you meet each of the four criteria for modification described in the code. You may either redline the existing plans or submit three copies of your updated site plan (one of which must be 8.5” by 14” inches or smaller) and two sets of any updated pages of the building plans.
