On behalf of the Planning Division, I have reviewed the above building permit application.
In order to proceed with your project, a critical areas report(s) will need to be submitted which
addresses the landslide hazard area, adjacent stream/wetland area, and the wildlife habitat area.
Attached is a list of the City’s approved critical areas consultants. Nelson, the geotechnical
engineering firm that you selected for preliminary evaluation of the landslide hazard area is on
the City’s approved list. They may have a wetland/stream consultant that they work with
regularly. The wetland/stream consultant should also be able to address the possible wildlife
within the vicinity. Or you may want to choose a firm that has the ability to evaluate both the
landslide hazard area and the wetland/stream area.
Please note however, if you choose a consultant not on the City’s approved list, the City reserves
the right to send the report out for peer review. If peer review is required, you will be responsible
for the associated fees. Please refer to the Critical Areas Reconnaissance Report which cites the
specific code sections applicable to each critical area report. Below is a basic summary of what
will be required.
1.Wetland/Stream Report.
a.Location/Function. The wetland/stream critical areas report needs to delineate the
exact locations of the stream (if within close proximity) and the wetland. It should
evaluate the type of stream and category of wetland and the function of each, as
defined by the Edmonds Community Development Code. The report should include
an evaluation of the wildlife habitat as well.
b.Restoration. The report should address whether or not any of the wetland and/or
stream’s function(s) was compromised by the erosion caused as a result of the deck
construction; and if so, it should state what would be necessary to restore the
wetland/stream to its original state. The report should also evaluate how slope repair
will impact the wetland, what will be necessary to protect the wetland area during
slope repair and what will be necessary to restore the slope after the slope repair is
completed.
c.Deck Removal. The Edmonds Community Development Code critical area
regulations will not allow removal of the deck via the vacated right-of-way. It must

be done by hand via the side of the house out to 8 Ave S.
2.Erosion/Landslide Hazard Area
.
a.Location. The critical areas report should include a survey of the property
identifying the top and toe of the slope.
b.Stabilization. The report should identify the best course of action without further
disruption to the wetland area and wildlife habitat. (The geotechnical engineer will
need to work closely with the wetland biologist.)
As mentioned earlier, please refer closely to the attached Critical Areas Reconnaissance Report,
which lists the code requirements that the consultant(s) will need to respond to in their report(s).
