During review of the subject submittal, it was found that the following information, corrections, or clarifications need to be addressed. Please respond to the following items, so that I can complete my review: Retaining wall and setbacks 1.: The subject property is zoned RS-6 (Single-family residential). Setbacks for RS-6 zoned property are outlined in Edmonds Community Development Code (ECDC) 16.20.030 and are as follows: Zone Minimum Street Minimum Side Setback Minimum Rear SetbackSetback RS-6 20 feet 5 feet 15 feet The southern property boundary of this parcel fronts Bell Street and is lot line from which the 20 foot street setback is measured. Retaining walls over three feet in height must meet zoning setbacks. The application materials indicate the retaining wall will be 4 feet in height and also shows the retaining wall within the 20 foot street setback. Please revise the application so the retaining wall is three feet or less in height, or locate the retaining wall outside of the zoning setbacks. Geotechnical Report Requirements 2.: The geotechnical report dated October 5, 2009 prepared by Ricky Wang of the Riley Group does not meet the minimum requirements for geotechnical reports as detailed in the City of Edmonds critical area regulations. The minimum requirements for critical area reports are spelled out in ECDC 23.40.090 (http://www.mrsc.org/mc/edmonds/edmonds23/edmonds2340.html#23.40.090), and the special study and report requirements for geologically hazardous areas are detailed in ECDC 23.80.050 (http://www.mrsc.org/mc/edmonds/edmonds23/edmonds2380.html#23.80.050). Additionally, the retaining will be placed within the landslide hazard area and/or its buffer, and pursuant to ECDC 23.80.070.A.1 (http://www.mrsc.org/mc/edmonds/edmonds23/edmonds2380.html#23.80.070) the report must verify the reduced buffer will adequately protect the proposed development, adjacent developments and uses and the subject critical area. Also pursuant to ECDC 23.80.070.A.2, the report must contain a hazardous analysis that certifies a) The development will not increase surface water discharge or sedimentation to adjacent properties beyond predevelopment conditions; b) The development will not decrease slope stability on adjacent properties; and c) Such alterations will not adversely impact other critical areas. Please update the geotechnical report so it . addresses the elements outlined above Please make all submittals to a Development Services Permit Coordinator, Monday through Friday, 8:00 am 4:30 pm.
