The proposal includes two wall -mounted signs (Signs A and B), a freestanding monument sign (Sign C), three parking lot signs (Signs E1, E2, and E3), various window signs (Signs F, G, and I), and an interior sign above the front counter (Sign H). The signs to be reviewed as part of the administrative design review conducted for the subject proposal include Signs A, B, C, F, G, and I. The proposed parking lot signs (Signs E1, E2, and E3) and the proposed interior sign (Sign H) do not meet the definition of "sign" pursuant to ECDC 20.60.005 because they are incidental and not visible from a public place; therefore, they are not being reviewed by the Planning Division as part of the subject sign permit application. San Francisco, CA 94101 1051 46t" Ave. Oakland, CA 94601 Design Review Process Design review for signs is considered a Type I decision subject to the requirements of ECDC 20.01.003 and ECDC 20.60 (Sign Code). Analysis: 1. Location. The subject site is located at 123 3rd Ave. S, within the Downtown Business (BD2) zone. The site is designated as Downtown Mixed Commercial in the Edmonds Comprehensive Plan and is also located within the Downtown/Waterfront Activity Center. The proposal is subject to the general criteria found in the sign code (ECDC 20.60) and the design guidelines within the Comprehensive Plan. 2. Sign type. The proposed wall -mounted and window signs are permitted sign types in the Downtown area, and the proposed monument sign is a conditionally permitted sign type if consistent with the standards of ECDC 20.60.020(M). It was found that all applicable standards of ECDC 20.60.020(M) related to the proposed monument sign have been met, as the sign is not over six feet in height. The site is permitted to have a total of three signs, excluding window signs. The two proposed wall - mounted signs and one proposed monument sign will account for a total of three signs, which is consistent with the maximum number of signs permitted for the site. 3. Size. Pursuant to ECDC 20.60.030(A), the maximum allowed sign area for the wall -mounted signs is one square foot per lineal foot of attached wall. Sign A is proposed to be 13.6 square feet, and the attached wall is indicated on the plans as being 68 feet in length. Sign B is proposed to be 13.6 square feet, and the attached wall is indicated on the plans as being 75'-51/2" in length. Thus, both proposed wall -mounted signs will comply with the maximum allowed area for each sign. Pursuant to Page 1 of 2 File No. BLD20100734 Union Bank - Sign Permit Application 123 3`d Ave. S ECDC 20.60.045(8), the maximum allowed area of freestanding signs in the BD2 zone for a single tenant is 32 square feet. The plans indicate that the sign face of Sign C is slightly less than 7' by 4'- 7" (the frame of approximately 1" in width should not be included in the area calculations). Thus, the proposed area of Sign C is just under 32 square feet, which complies with the maximum allowed area for this sign. The maximum allowed total sign area for sites within the BD2 zone is one square foot per lineal foot of wall containing the main public entrance. The plans from the original building permit for the existing building (BLD19840627) indicate that the southern fagade is 75'-51/2" in length, which yields a maximum total allowed sign area of 75.45 square feet. The length of this fagade was also verified and is indicated on the plans submitted by the applicant for the subject application. The total proposed sign area (Signs A, B, and C) is 59.2 square feet. Pursuant to ECDC 20.60.025(A)(3), window signs meeting the requirements of ECDC 20.60.035 do not count against the total permanent sign area permitted. 4. Color. For all proposed signs, the logo is red and the letters of "Union Bank" are blue. The background of Sign C is white. The lettering for the window signs is white. It has been determined that these are acceptable colors for this site. 5. Height and Setbacks. Pursuant to ECDC 20.60.030(B), the maximum allowed height of wall - mounted signs within the BD2 zone is 14 feet or the height of the face of the building on which the sign is located (see additional restriction regarding height of internally illuminated signs below). Both proposed wall signs will be under 14 feet in height and are also under the height of the building fagade on which they are located. Pursuant to ECDC 20.60.045(D), the maximum allowed height of freestanding signs within the BD2 zone is 14 feet. The proposed monument sign is 6 feet in height, which complies with this requirement. The BD2 zone does not have a minimum required street setback. Thus, the proposed monument sign is not required to be set back from the property line, so long as its location is not determined to be a sight distance hazard by the Engineering Division. 6. Illumination. Internal illumination is conditionally permitted in the downtown area if consistent with the standards of ECDC 20.60.020(M). As such, internally illuminated signs in the downtown area must be mounted on the wall of the building and may only light the letters. Additionally, internally illuminated signs within the downtown area may not be higher than 14 feet. Thus, the two wall - mounted signs are permitted to be internally illuminated as proposed, but the monument sign is not permitted to be internally illuminated. The applicant submitted revised plans indicating external illumination of the monument sign, which is an allowed type of illumination in the downtown area. 7. Landscaping. Pursuant to ECDC 20.60.045(G), the proposed freestanding sign must have a landscaped area twice the size of the sign area at the base of the sign. The applicant submitted a landscape plan prepared by Pacific Landscape Inc. on January 21, 2011. This plan indicates a landscaped area of 150 square feet adjacent to the base of the sign meeting the requirement of ECDC 20.60.045(G). Decision: Based on the facts and conclusions of this report, staff finds that the design review for this project (File No. BLD201.00734) is APPROVED. I have reviewed the application for compliance with the Edmonds Community Development Code. g Division January 26, 2011 Date Appeals: Design review decisions by staff are only appealable to the extent that the applicable building permit or development approval is an appealable decision under the provisions of the ECDC.
