The aerial photo submitted with your application does not indicate the locations of the property lines, so an updated site plan is needed to indicate the locations of the proposed signs in respect to the property lines. Please note that all freestanding signs must be located entirely on private property in locations that will not cause sight distance hazards. Number of Signs: 2.Pursuant to ECDC 20.60.025(A)(4), the maximum number of permitted permanent signs is three per site, excluding window signs. E1, E2, and E3 are not included in the maximum number of signs allowed, as they do not meet the definition of “sign” pursuant to ECDC 20.60.005 because they are not visible from a public place. Additionally, Signs F and G are not included in the maximum number of signs allowed because they are window signs. Thus, your proposal includes four signs (Signs A, B, C, and D), which is one sign over the total number allowed for the site. Please revise your plans to remove one of the proposed signs. Sign D: 3.Pursuant to ECDC 20.60.020(L), pole signs are not permitted within the Downtown Activity Center. Sign D as shown on your plans is considered a pole sign, and is therefore not permitted. Additionally, as discussed above, this sign is counted towards the total number of signs allowed (4 are proposed where only 3 are allowed). If this sign is converted into an incidental directional sign, it would not be included in the maximum number of allowed signs. In order to be considered an incidental directional sign, this sign would need to be a monument no more than 3 feet high with a small sign face that does not include the name of the business or the logo, but instead that merely states “Entrance”, “Drive-Thru”, or “Bank Parking” (or similar copy) with an arrow. Sign Illumination: 4.Pursuant to ECDC 20.60.020(M)(5), internally illuminated signs in the downtown area shall not be permitted to be higher than 14 feet. Your plans indicate a 14-foot line on Signs A and C and a 10-foot line on Sign B. I have reviewed this against the approved plans for the original building permit for the subject building (BLD19840627), and the elevation views on the approved plan set indicate that the top of the band between the first and second floors is 12’-9” above grade, and the base of the band above the second floor is 7’-9” higher. Based on the approved building plans (BLD19840627), it appears that Signs A, B, and C would be above the heights indicated on your plans, and Signs A and C appear to be well above the 14-foot height limit for internally illuminated signs. Thus, please correct the heights of all three wall-mounted signs as shown on your plans and either reduce the heights of the signs to below 14 feet or remove the internal illumination from the plans. Sign Area: 5.Pursuant to ECDC 20.60.025(A)(1), the maximum total permanent sign area for sites within the BD2 zone is one square foot per lineal foot of wall containing the main public entrance. The southern façade is shown on your plans as being 84 feet in length. However, the plans from the original building permit for the subject building (BLD19840627) indicate that the southern façade is 75’-51/2” in length. This would yield a maximum allowed total sign area of 75.45 square feet. Please verify this measurement and correct your plans as necessary. Although the total allowed sign area is well below the proposed sign area stated on your plans, it appears that a significant amount of blank space between the channel letters of the wall-mounted signs was included in your sign area calculations. For wall-mounted signs comprised of channel letters, you are permitted to calculate sign area individually for each letter and symbol. For example, for Sign A, you can calculate the size of the Union Bank symbol on its own and then add to it the area of the “Union Bank” letters. Please update your sign area calculations to show the actual area of the proposed signs and make any necessary revisions for the proposed signs to comply with the maximum allowed total sign area for the site. Window Signs: 6.Pursuant to ECDC 20.60.035, the maximum area of any window sign is one square foot per lineal foot of window frontage. Thus, Signs F and G cannot exceed one square foot of sign area per lineal foot of the window frontage of each door. This must either be verified on the plans, or the window signs must be removed from the permit application. A building permit is not required for the proposed window signs, although all window signage must still comply with the maximum area requirement of ECDC 20.60.035. Architectural Design Board Review: 7.Our office has been contacted regarding submittal of an application for an exception to the sign code requirements of ECDC 20.60 for the subject site. ECDC 20.60.015(B) allows staff to refer sign permit applications to the Architectural Design Board (ADB) where a modification is requested from the provisions of the sign code. Please note, however, that in order for a request for modification to be approved by the ADB, all of the criteria of ECDC 20.60.015(B)(1) must be met, and approval is not guaranteed upon submittal of an application for a modification request. The fee for such a request is $280. You may contact me if you have any questions on the required submittal items or the review process. Design Review Fee: 8.A $115 design review fee is required for review of signs. Please note that this fee will be added to the total due prior to permit issuance. If a sign package is submitted to the Architectural Design Board (ADB) for review as discussed above, then the $280 ADB review fee would be in the place of this $115 design review fee as long as the ADB approves the proposal.
