Glen Read Email: wglenread@gmail.com RE: PLAN REVIEW COMMENTS FOR PLAN CHECK # 2010-0999 READ RESIDENCE LOCATED AT 9947 WATER STREET Dear Mr. Read: I have reviewed your resubmittal submitted on March 23, 2011 for the above building permit application for the Planning Division, and it was found that the following information, corrections, or clarifications will need to be addressed before review can continue: Site Plan 1.: Please make the following corrections to your site plan: a.Previous Comment - Show all utility easements including the existing 10-foot sewer easement along the western property line (AFN 1964614) and the new 10-foot sewer easement along the southern property line (if established with the short plat). The western boundary of the previously existing 10’ sewer easement (AFN 1964614) is indicated on the recorded short plat documents (AFN 201101185002) as being in the same location as the western property line; however, your revised site plan indicates the western boundary of this easement as being a few feet east of the western property line. This discrepancy will need to be corrected. If this easement was shown incorrectly on the recorded short plat documents, please contact me to discuss what will need to be done to correct the recorded short plat documents. b.Previous Comment - Your landscape plan indicates a fence and two gates along the southern side of the property. If these items are proposed at this time, they must be included on your site plan. Otherwise, they must be removed from the landscape plan. If the fence and gates are proposed at this time, they must comply with all applicable requirements, including the Engineering Division’s requirements on gates across driveways. This comment has not been addressed. The landscape plan was revised to state “30 inch tall columns with stone to match house” at the gates shown near the driveway entrance and exit; however, additional detail was not provided, and these items were not included on the site plan. It is recommended that you discuss your proposal for these gates and any additional fencing proposals with the Planning and Engineering Divisions prior to resubmitting to this item. In particular, there is concern over whether the gates as shown on the landscape plan would comply with Engineering requirements. Additionally, the proposed height of the gates would need to be reviewed by the Planning Division for compliance with applicable requirements. c.New Comment - It was noted that the legal description provided on the site plan and engineering plans is that of the parent parcel prior to the subdivision. Now that the subdivision has been recorded and the subject site is its own lot, the legal description provided on all project plans should be that of the subject lot, not the original parcel prior to the subdivision. This may be redlined on the plans. Landscape Plan 2.: Please note that a cost estimate for all labor materials for the landscaping within the 30% native vegetation area will be required in order to determine the amount for a maintenance bond for this area. Drainage and Utility Plan 3.: Please make the following corrections to the drainage and utility plan: a.The drainage and utility plan includes height calculations that are different than those shown on the site plan. Either remove or correct the height calculations as shown on the drainage and utility plan to be consistent with those shown on the site plan. b.Provide the correct tax account number and legal description to represent the subject lot, not the parent parcel prior to the subdivision. c.The lot areas for the two lots are swapped as shown on this plan. Correct the lot area for the subject lot (Lot 1) and remove the other lot area. SEPA Review 4.: Please note that a SEPA determination of nonsignificance will be issued on April 8, 2011 with a comment period running until April 22, 2011, and an appeal period running until April 29, 2011. The Planning Division will not be able to approve the subject building permit application until the SEPA comment and appeal periods have ended, SEPA review is completed, and all of the above remaining items are addressed. All submittals should be made to a Development Services Permit Coordinator, Monday through Friday, between 8:00 am and 4:30 pm.
