Before I can sign off on the permit, however, the following information needs to be clarified in a written response: Height: The subject property is located with the City of Edmonds Downtown Waterfront/Activity Center (as identified in the City's Comprehensive Plan). The allowed height for antennas within the Downtown Waterfront/Activity Center is described in Edmonds Community Development Code (ECDC) 20.50.090.B.1 which states: Downtown Waterfront/Activity Center (as Identified in the Edmonds Comprehensive Plan). For buildings at, or which exceed, the height limit of the underlying zone, antennas shall be flush -mounted and no portion of the antenna may extend above the building on which it is mounted. For buildings below the height limit, antennas may be built to the maximum height of the zone provided they are screened consistent with the existing building in terms of color, architectural style and material. Flush -mounted antennas may encroach into a required setback or into the city right-of-way if a right-of-way use agreement is established with the city. Antennas shall not project into the right-of-way by more than two feet and shall provide a minimum clearance height of 20 feet over any pedestrian or vehicular right-of-way. The current maximum height of buildings in the BD2 zone is 30 feet. The Harbor Building was constructed to 35 feet. Since the Harbor Building currently exceeds the maximum height limit of the underlying zone, all antennas are required to be flush - mounted and no portion of the antenna may extend above the building on which it is mounted. The proposal is not consistent with the City's wireless regulations; in fact, the site of the proposed installation is actually used as an 'unacceptable building -mounted WCF' example in the City's wireless code. Please revise the proposal so it is consistent with ECDC 20.50.090 (http://www.mrsc.org/mc/edmonds/`edmonds20/edmonds2O5O.html#20.50.090). All referenced code sections are available through the City's website at: http://www.mrsc.org/mc/edmonds/Edmondsnt.html. You may redline your existing plans or submit three copies of updated plans. Please make all submittals to a Development Services Permit Coordinator, Monday through Friday, 8:00 am to 4:00 pm (8:00 am to 12:00 pm only on Wednesdays).
