This will provide some stability to the slope although the City of Edmonds must stabilize the road subgrade above the property, and they are responsible for their road." Although the Geotechnical Report Guidelines included in the Earth Subsidence Landslide Hazard packet requires that the soils report for Meadowdale development include an analysis of potential impacts on surrounding adjacent properties, it does not require or force adjacent properties to be improved or stabilized in order for a particular site to be developed. Rather,. geotechnical improvements must installed within individual sites in order for the geotech of record to render the decision of a safe and stable site as defined in City Ordinance #2661. Regardless of whether the City or a private citizen is the adjacent property owner, Mr. Nguyen must install those improvements that you require, on his own property, in order for you,to determine that the site is safe and stable. If you believe that adjacent property must be stabilized before the Nguyen property can be rendered safe and stable, then the building permit could not be issued at this time since no future projects are under consideration for this area as noted on the City six year Capital Improvement plan. Please be aware, the City Engineer Jim Walker, in a letter dated 5/21/98 has already informed Mr. Nguyen of this information. This proposal will provide a safe environment for the residence. The soldier piles should consist. of steel H-beams which are embedded in concrete -filled drilled holes of adequate depth. The soldier piles should stick up above the finish exterior grade a minimum of one foot. As soldier piles do typically shift on the order of one half inch or more, we recommend the structural engineer rigidify the frame of the house behind the soldier piles to decrease potential movement. The soldier pile wall should consist of minimum twenty -four -inch -diameter steel -beam - reinforced concrete augercast piles embedded a minimum depth of fifteen feet into the underlying hard clayey soils. Minimum pile lengths of forty-five feet should be anticipated. Permanent lagging should be utilized between the piles. Provisions should be made to accommodate drainage which may percolate through the wall. I nu6. V G 40 CHIENADDENDUM.NO. 21 February 19, 1999 Job Number 8042 Page 2 The following design pressures can be used by the structural engineer for the structural design of the wall: 1) An Active Equivalent Fluid Pressure of 65 pounds per cubic foot (pcf) acting from the top of the pile to a depth of five feet below the lower floor slab elevation. 2) A Passive Equivalent Fluid Pressure of 125 pcf acting over 1.5 times the pile diameter starting at a depth of five feet below the floor slab elevation and extending to a depth of twenty feet below the floor slab elevation. 3) A Passive Equivalent Fluid Pressure of 225 pcf acting over twice the pile diameter starting at twenty feet below the lower floor slab elevation. Criteria given for installation and inspection of the augercast soldier piles is equivalent to that presented in our original report for augercast pile foundations. The slope on either side of the residence can either be reinforced with additional soldier piles or perhaps with a geogrid buttress depending on the required bearing pressure at the base of the buttress. We disagree with the conclusions of Reference No. 1 that some sort of deep landslide mass may exist through the subject site. Additional submittal information was received with your transmittal dated March 161 2001. The plan review number for this project is 00-287. i A letter from Dodds Geo Sciences, Inc. dated March 16, 2001 was submitted. The lettetl responded to specific items addressed in our August 10, 2000 geotechnical review. Structural and architectural plans were submitted, with limited revisions from the previously reviewed set. Conclusions and Recommendations The March 16, 2001 Dodds letter implies that the soldier pile retaining wall will stabilize' the present instability of the road prism. Note 3 on the structural plans for the soldier pile wall i not consistent with this conclusion. We recommend that this be clarified, and the note deleted The stairs on the slope above the wall are subject to damage if soil movement occurs; mitigation recommendations should be provided. The geotechnical engineer provided additional information, including the log of a additional boring and the results of stability analyses, sufficient to confirm that geotechnic� analyses of the planned soldier pile retaining wall along the east side of the property wer completed in accordance with generally accepted engineering practice. However, the structure plans contain information that contradicts the recommendations for the wall contained in th August, 2000 Dodds report. The pressure diagram referred to in the Dodds March 16, 2001 lette was not submitted for review. We recommend that the structural plans for the project be revised to reflect the wall design recommendations of the June, 2000 Dodds report (unless modifications to the design are reviewed and analyzed by Dodds). Analyses of the western portion of the property have not been submitted. Utilities and other elements subject to possible damage will be installed in this area. We recommend that the engineer provide mitigation recommendations for potential instability in the western portion of the site. The landslide probability both during and after construction should be restated based on the supplemental data and analyses. Temporary excavation within the west side of the property for construction of the basement foundations should be analyzed, and excavation criteria to minimize instability risk should be provided in the soils report and on the plans. The test boring data is enclosed. In addition, significant laboratory testing was completed to verify accuracy of the field soil classifications and designations. Computer stability analysis of the slope above (east of) your property was completed. We assumed for this analysis that the standing groundwater table was at six feet below grades at the location of Test Boring #3 as that was the highest depth at which we observed oxidation in the soils. Further, we observed a zone of heavy fracturing at about 22.5 feet below existing grades in Test Boring #3. Our analysis assumed a failure surface which included three critical points. First, the crack in the roadway was assumed to be on the failure scarp. Second, the fractured zone noted in Test Boring #3 was assumed to be in the failure circle. And finally, it was assumed the failure surface would also be somewhere near the toe of the existing slope. Our analysis parameters were selected for the specific failure circle and are not meant to be general parameters for the soil layers. First, we performed a parameteric study of the input parameters until we got a static Factor of Safety (F.S.) of 1.06. We felt, this was within the ballpark for the observed conditions. Then we added a horizontal and vertical load to simulate earthquake loading in a moderate earthquake. A horizontal coefficient of 0.2g and a vertical coefficient of 0.1 g was deemed adequate for this site. This resulted in a dynamic F.S. of 0.57, or failure. • • CHIEN ADDENDUM # 5 October 30, 2000 Job Number 8042 Page 2 Analysis was then completed of the driving and resisting forces in the dynamic (earthquake) situation. This resulted in an unresolved driving force of 20113 pounds for the slice being considered during an earthquake. Using , the 65 pounds per cubic foot designated in our Addendum 02 for the height and depth specified resulted .in modeled active load of 28,283 pounds for the earthquake condition. It is therefore our opinion that the geotechnical engineering parameters which have been previously specified for this wall are adequate and appropriate. The purpose of our work is to explore and evaluate subsurface conditions on the Nguyen property and the adjacent slope to the east. We propose to drill one test boring along the west shoulder of 75"' Place West, within City right -of --way. Two other test borings will be drilled within the Nguyen property. The borings will be drilled by a drilling subcontractor under full-time supervision of an HWA geotechrvcal engineer. The attached site map shoes the approximate proposed location of the boring along 75"' Place West. The actual location may be adjusted as required to avoid existing utilities. Because the proposed boring is located in the -ravel shoulder and off of the pavement, we anticipate minimal impacts to traffic, i.e., no lane closures are necessary. Waming signs and cones will be used in accordance with the attached "Typical Application 6" traffic control plan (for shoulder work with minor encroachment). A 23/<-inch diameter, ABS slope inclinometer casing will be installed in the borehole. The annulus between the casing and the borehole will be grouted, and the top of the casino, will be covered/protected with a flush -mount, locking steel monument cover, set in concrete. All soil cuttings generated during the drillina process will be placed in steel drums and removed. There will be minimal impacts to the site. Slope failures have occurred at the area identified in your pictures. A major slide occurred in 1956, and the area continues to subside. Approximately four years ago, the Public Works Department repaired that portion of 75`h Place W by removing the pavement, compacting the soil, and paving that section to provide a smooth driving surface. Soil movement and instability is an ever-present problem in the Meadowdale area. The City will continue to do interim repairs when required.
