However, it is true that the total number of vehicle movements would be the same. The items are listed below, numbered as on your form. Reasons for our request are given where modifications or postponements are sought: Item 5. Access Easements: We understand this to mean that only the easement be required prior to recording, but that actual paving not be done until a building permit is obtained. Is this correct? Item 7. Fire Hydrants: We were informed at the subdivision hearing that the fire marshall had determined that existing hydrants are adequate. If this is so, column 4 "completed" should be marked. Item 9. Drainage: Upon the advice of our engineer, Brian Seguin of Reid, Middleton and Associates, we request that requirements for submission of drainage plans or installation of drainage facilities be postponed until the time of application for building permits for Lots A and B. (See map submitted with subdivision application.) We feel this request is justifyable for the following reasons: 1) There is no present drainage problem on this property. Because the property is heavily wooded, there is no surface runoff except in extraordinarily severe storms. This situation is not expected to change, as the number of trees will not be significantly reduced until construction j commences. 2) The sites for the proposed houses on Lots A and B are not yet determined, therefor it is not possible to design a workable drainage plan at this time. In giving conditional approval to subdivide this property the City has required j that restrictive covenants be placed on Lots A and B requiring applicants for building permits to consult the Architectural Design Board to determine appropriate building sites and i construction methods. Since it will be necessary for the •r I -2- prospective builder to meet with the City for these reasons at the time of application for building permits, we feel that it is reasonable to postpone submission of a comprehensive drainage plan until that time, as well. Item 10. Utility Easement: This will be created as shown on the submitted map. Access will be directly from Olympic View Drive. Is this adequate? S 's Item 14. Monuments: There is an existing monument in the center of Olympic View Drive adjacent to the southwest corner of the property. Is this monument adequate? Item 15. As-builts: This item was not marked on our form. { During a telephone conversation with Jerry Saterlie on June 22, 1979, he informed me that this would be done at some later date. When would this be? Item 16. Inspection fee: If present fire hydrants, drainage j and monuments are adequate, it would appear that no fee is required. Is this correct? Additional requirements a and b. Legal Descriptions and Plat: We feel that those submitted with the application are adequate. Is this so? Additional requirement c. All lots to access Olympic View Drive from a single driveway: On the face of it, minimizing the number of driveways onto Olympic View Drive would seem to be a desirable goal. However, this would have no effect whatsoever on the number of vehicle movements onto or off of Olympic View Drive. Moreover, to have all three lots access by one drive would be deleterious to the immediate neighborhood for the i following reasons: 1) Connecting the existing driveway on Lot C to the proposed drive would require extensive grading and filling directly z accross the front yard, reducing its utility and its beauty. 2) Connecting the existing drive to the proposed drive would increase the traffic passing by our neighbor to the immediate north of the drive by adding all traffic from Lot C to that of Lots A and B. This is a greater imposition on our neighbor. I i Therefor, we ask that the original driveway on Lot C continue 1 to be its access to Olympic View Drive. Additional requirement d. Slope of access roadway not to exceed 14%: This requirement is impractical and unnecessary for the following reasons: 1) Beginning a 14% slope at the property line would require an excavation over 14 feet deep at the proposed driveway turnaroud. (See centerline profile submitted with this letter.) i t i i -3 - This would create an extreme safety hazard, drainage problems, unnecessary loss of many fine trees, and an eyesore. 2) A modification to allow a maximum slope of 20% would allow significantly less excavation and yet should cause no problems of negotiation. As evidence that such a slope would pose no difficulty, we submit that the existing driveway on Lot C is of average slope of 20% and has a slope exceeding 24% at the transition from Olympic View Drive. These slopes have never caused difficulty for the driver of any vehicle that had proper cause to enter. As further evidence that the proposed slope of 20% is reasonable we point out that most driveways in the immediate neighborhood approach this value and that the nearest public road to the north (190th P1.) exceeds this slope. Yet, none of these -=conditions, to our knowledge, causes any difficulties to modern vehicles. Additional requirement e. Centerline profile of access road: The profile of the proposed access road is submitted with this letter. Is it adequate?
