Re-alrlReStoration Dwgs _ 1 Noel, Attached are the sealed Repair/Restoration Drawings for the 23210 75th Place West Residence. am m These drawings indicate the structural work, in conjunction with the earthwork recommended by -t C: Landau Associates, necessary to restore the residence to its condition prior to the slide/flow which undermined a portion of the garage, driveway and landscaping this past weekend. m As we had no knowledge of the condition of the house prior to the slide, we cannot know with any p _ a degree of certainty, what if any structural deficiencies were in existance at that time preceding the event. Furthermore; our review of the house after the slide/flow was limited to a visual reconnaissance of the garage and the exterior of the main house. These visual inspections did not rn reveal any significant signs of structural distress, and no signs of movement of the exterior of the ni main house which would trigger or warrant further study. We have noted,however, that there is an I existing post in the garage shored up under the northeast running beam over the center of the 055 garage. This post is not shown on the house drawings dated 12 september 1978 supplied by the In - owner to the City of Edmonds. It does not appear to be anchored adequately in both principal eC Tar directions as required in the UBC. While this is an existing condition and outside the scope of our m o restoration/repair recommendations, we would encourage the owner to have the post reviewed by 4 registered design professional, keeping also in mind that the post may also be subject to vehicle impact loads. We have also observed that the northeast wall of the garage does not sit fully on the stemwall. Daylight is visible through it, as well as existing shims and spiderwebs, indicating it was also z an existing condition. WJA takes no responsibility for these and other existing conditions of which we z are unaware due to our limited knowledge of the house, and limited scope of our inspection. w We believe the restoration earthwork observed, together with discussions with the Geotechnical representative from Landau Associates, that the geotechnical aspects of the slide/flow has been mitigated. We further believe that work installed, in conformance with the intent of our submitted rn sealed drawings, will restore the damaged portion of the house to a condition that meets or exceeds, what we believe to be, its condition prior to the slide/flow. During the the City and Brain MaRernoon visit, I met with Terry Johnson of Emerald Constructionand Noel Miller. j l City personnel described the history of the incident, They noted that they were able to isolate She i waterline leak to a section of residential service line, apparently parallel to the east side of 75°i Ave W. i The residential service line was located above die house where the soil failure occurred, a house i addressed as 23210 75's Place W. The waterline leak apparently caused slope failure of the driveway and W, into a residence part of the garagwhiche slab at 23210, which liquefied and flowed across 75°i Place addressed as 23211(the `downhill' residence) When I arrived on the site, the water leak had been stopped by isolating the leaking section of the service i line. The mudslide was apparently caused by water from the leak flowing beneath the mound surface and saturating existing flit in the vicinity of the garage and driveway. The saturated fill was retained initially by a "rockery slope" until the soil and water loads exceeded the strength of the slope. The slope likely old like nature of the failure. The failed soil consists of a mixture of sand, failed quickly leading to the liq silt, and gravel from the former fill. The mudslide involved movement of soil beneath the residential driveway and garage of 23210. City personnel reported that the water was observed bubbling up through the debris at a location generally east 6 fr below the remaining of the central part of the garage at an elevation at least off the water and the flow hceased about surface. Ty lO noted that the rate of this seepage was affected by turning minutes after the water was shut off. The slide caused fill fran beneath the driveway and the adjacent garage (attached to the lower level of the 231v20 residence) to flow across 7S" Place and into the backyard i of the 23211 residence on the cast side of 75 Place. The mud and debris varied between about 2 and 4 ft' thick in the 23210 residence drivewaY/garage area. 'file mudflow traveled across the 75v' Place roadway: No major distress or disturbance ofthe roadway was observed during the October 14, 2002 visit. However, pieces of the upper part of a small (est mated 3-4 Ct high) stacked concrete slab wall were moved off the top of. the wall. This wall may need rebuilding.
