That is fine for showing the existing structure, but it does not show how you intend to get it to comply with the requirements for a guest house. I also need you to show the floor plans (including walls) as you want it to be for the guest house: 1. You cannot have more than two bedrooms in a guest house, so you will have to show how you plan to combine those spaces, or convert them to other uses until you show only two bedrooms. 2. You cannot have a kitchen, so you will have to show a floor plan that does not have a kitchen and dining room. If you move the sink, stove and refrigerator and the area looks like a kitchen that just needs to have a sink, stove and refrigerator to be operational, then that will not work. If it looks like storage or display units to serve the sitting area, it might be acceptable. 3. After discussing if with my manager, the basement uses of shop and storage would be acceptable uses in an accessory building, so will be allowed in this accessory building. 4. Other uses that might be expected in a guest house would be a sitting area, but a living room and family room sound more like uses found in a single-family house. 5. Storage uses are common uses in accessory buildings, so if some portions of the livable space were to be used for storage, that would be acceptable. From what you describe below, that all you plan to do is move out the sink, stove, and refrigerator and cap off the gas, I cannot imagine that it would look like anything other than a single-family house waiting for someone to move in the sink, stove and refrigerator. Walls aren't shown on the floor plans given, but it seems to me that some walls might need to be removed to combine, say, the kitchen/dining/ and family room areas together to make a sitting area. Perhaps the living room and bedroom on the main floor could be combined as a large bedroom. You have such a large house, it is not what was envisioned as a guest house I am quite sure, so it may take more effort to get it to comply that would be needed with a smaller structure. Once you have designed the layout of the house to be an acceptable guest house, then I need a bid by a contractor to do the work needed. We are using a room upstairs labeled a bedroom, however it lacks a closet and has inappropriate egress windows so it is not a bedroom. It works now because the occupants are less than 4ft high. So I believe we are in compliance there, but are welcome to inspect. For the requirement to remove the kitchen, again based on what Steve said, I have to remove the sink, stove and refrigerator and then cap off the gas. I do not need a contractor to do this, as we are fully capable of doing it ourselves and will probably at least need the stove and refrigerator in our new house, so the cost is zero, but am sure this is not what you will agree to. Therefore, do you want me to get may contractor to estimate his cost to do the same and then get a bond issued in that amount or do you want some minimum as good faith? Finally, I signed and gave Steve the original for the covenant that was recorded by my lawyer, so I assume that meets the requirement of will use primarily as sleeping quarters.
