Please provide a written response to each item and resubmit 3 sets of revised drawings to Theresa Umbaugh, Permit Coordinator. Some of the items noted below were previous comments provided in the plan corrections dated April 5, 2007. For clarity, the format of the plan review comments has been revised. General 1.A traffic impact analysis/study has not been received for this project. 2.Note – The plumbing plan on this project is a deferred submittal. Plumbing schematic will need to be consistent with the approved civil plans. 3.An Encroachment Permit application has not yet been submitted. A large scale plan was received but is not suitable for recording. Also, the encroachment plan shall only provide information pertinent to the encroachment permit and shall show all encroachments into the City right-of-way (awnings, planters, irrigation, etc.). Please refer to City handout #E26. nd 4.Note - A sewer connection fee will be assessed on the 2 restaurant. 5.Note - A Fire Connection Permit is required, but has not yet been submitted for. This permit must be submitted prior to receiving Engineering final approval of the civil drawings. Please contact John Westfall, Fire Marshall, with any questions regarding this permit. 6.Include the trash enclosure detail with the civil plans and reference the detail on the appropriate plan sheet. 7.Civil plan sheets need to be revised to include the following plans. Comments provided throughout these plan corrections have been structured to follow the outline of the required plans indicated here. 1) Cover Sheet 2) Site Development Improvement Plan (includes frontage improvements) 3) Temporary Erosion & Sedimentation Control (TESC) Plan th 3) Utility Plan - Water, Sewer, Storm - with notes that water and sewer off 5 Ave were approved under a separate permit. Show as “greyed out” in this submittal. 1 of 4 DATE E-MAILED 6/19/07 PAGE(s) Old Milltown - Renovation 4) Traffic Control and Haul Route Plan 5) Details Site Development Improvement Plan 1.Show location of bike rack if required by Planning Division or if one is to be installed. 2.Clearly identify gate at the mechanical equipment yard and dimension the gate setback from the sidewalk so when fully opened the gate does not swing into the sidewalk. th 3.Flag sleeves will need to be placed along the frontages of 5 Ave and Dayton Street. Please contact the Lions Club to obtain flag sleeves. Location of each shall be consistent with surrounding area. 4.Show location of required 3 hour parking signs. Signs removed during the construction project will need to be reinstalled by the contractor at project completion. 5.Show location of existing bus stop sign and yellow curbing this plan sheet. Has the bus stop been temporarily relocated? Show permanent bus stop location this plan sheet and reference closure and temporary stop on traffic control plan sheet. 6.Clearly identify on street parking areas. Each end and the outer edge of the parking area shall be striped white. th 7.The two large maple trees on either side of the curb ramp at the SE corner of 5 & Dayton shall be removed and replaced with a Bowhall Maple species. Please call out this requirement on the plans. An additional note shall be placed on the drawings requiring contact be made with the City Parks Dept. 2 weeks in advance of tree removal so the existing irrigation system can be decommissioned. 8.Existing City tree planters shall remain and shall be clearly identified on the plans. th 9.The curb ramps at the SE corner of 5 & Dayton shall be removed and replaced to meet ADA requirements, which includes the placement of truncated domes. The curb ramps shall be constructed so as not to exceed a 1:12 slope. Please refer to City standard details. Some modification may be required to fit the existing configuration of the intersection/crosswalks. th 10.Provide top and bottom of curb elevations along 5 and Dayton. 11.Curb and gutter shall be replaced per City standard detail E2.8. Provide reference to the detail on the plans and include the detail in the plan set. 12.Sidewalk shall be replaced per City standard detail E2.13 and to minimum width of 10 feet. If the existing sidewalk width is greater than existing width shall be met. Provide reference to the detail on the plans and include the detail in the plan set. 13.Existing driveway cut along Dayton Street shall be reduced to just allow access to the mechanical equipment yard. Driveway cut beyond the extents of the access shall be removed and replaced with standard c/g and s/w to City standards. The driveway approach shall be constructed per detail E2.26. 14.Curb ramps shall be installed in the City sidewalk at the driveway access to the upper parking lot off Maple Street. Curb ramp shall be Type 2, per standard detail E2.15. As this is not an intersection, truncated domes would not be required. 15.Provide cross section details at each entrance to the building. Cross section shall include street, sidewalk, ramps, landings, building frontage, etc. Provide elevations as required to verify max 2% cross slope and 1:12 ramp slope is achieved through sidewalk area. 2 of 4 DATE E-MAILED 6/19/07 PAGE(s) Old Milltown - Renovation 16.Building doors shall not encroach into the right-of-way when fully opened. Please verify this requirement is met. 17.Tree grates shall be replaced with 4’ x 4’ grates. 18.Add a note to the plans to CAUTION contractor of existing Verizon Fiber Optic lines located in the vicinity of the sidewalk along Dayton Street. 19.The note with regards to the existing stamped concrete crosswalk shall be revised to state “shall not be cut or damaged”. 20.Parking lot layout and striping plan to be provided with the civil drawings. Minimum stall length shall be 16 ½ feet and width shall be 8 ½ feet. o Drive aisle width for two-way traffic shall be 24’ and 12’ for one-way traffic. o One-way driveway aisles shall be marked by signage and/or striping. o Additional curbing is needed along the east edge of the parking stalls adjacent to the one-way drive aisle. o Label existing wall along west edge of parking lot. Provide top and bottom of wall elevations. o The slope of the parking lot shall be noted on the plans. Is there proposal to regrade any portion of the o parking lot or will it simply be restriped? Indicate where storm water runoff will drain to. o th 21.The existing decorative signal light at the corner of 5 & Dayton was removed by the City Public Works Department. At project completion the City will re-install the light on the existing base. The base and associated electrical shall not be damaged and/or relocated during the course of construction. Place a note to this effect on the plans. TESC Plan 1.All temporary erosion control measures are to be identified on the plan set and reference made to applicable details. Show the location of all required filter socks for catch basin protection. o Add a note that debris is to remain on site and streets are to be kept clean. o Utility Plan 1.Show the location of the Grease Interceptor and provide reference to a GI detail to be included in this plan set. Required piping to and from the GI shall clearly be shown. A separate permit is required. 2.Please show the location of the irrigation meter, if any, and required backflow assembly. 3.A double check detector assembly (DCDA) is required on the fire line for this building. The DCDA location shall be shown on this plan as well as the plan submitted with the fire connection permit. The Fireline and DCDA shall be sized to meet fire flow requirements for the building. A valve cluster shall be installed on the City watermain at the point of connection for the fire line. Two o in-line valves will need be provided on the existing main and an additional in-line valve on the fire line. Additionally, the preferred location of the domestic service is within this configuration to minimize disturbance to the street and mainline. Please refer to and include in the plan set standard details E7.8, E7.8.1, E7.18 and either E7.19 or E7.20. Show the location of the DCDA in a vault on private property or in a riser room within the building. o 3 of 4 DATE E-MAILED 6/19/07 PAGE(s) Old Milltown - Renovation If the DCDA is located inside a riser room then the PIV, FDC and remote read will be required to be o installed on the exterior of the building. 4.If the domestic service is not going to be installed with the above valve cluster configuration, then a tapping tee will be required at the existing water main with a 3” in-line valve on the domestic service. 5.An RPBA is shown on the plans (to be located on the domestic service on private property), but is currently shown on a service that is called out to be abandoned. Please revise accordingly. 6.Storm CB 5236 is shown on the plans, but RIM and i.e. elevations were not provided. Please provide. 7.A storm line is shown from the NW corner of the building to a City CB in Dayton Street. The tightline connection from the private property however is shown to wye into this storm line under the sidewalk in the City right-of-way. The wye connection shall be located on private property. 8.A sandtrap section detail has been provided, but the location of the section has not been identified on the plan set. 9.A detail has been provided for the planter drainage. For clarity, please show the planter boxes in this detail. Also indicate how the drainage system will work - how will dirt, etc. be kept out of the storm system? 10.Utility pipe sizes and type of material shall be referenced on this plan sheet. 11.Show the location of existing utilities to the property. Any overhead lines will be required to be placed underground per ECDC 18.05.010 Underground Requirements. th 12.Please show the approved configuration for the sewer and water services off 5 Ave S. Show as “greyed out” this plan set and add a note that references approval under a separate permit and provide permit #. 13.General Notes – revise as follows: 3) Revise to read: All disturbed areas within City of Edmonds right-of-way shall be replaced in accordance with City of Edmonds standards. 4) Clarify this note or remove. 6) Revise to read: privately owned and maintained. 9) Clarify: directive No. E71. What is this reference to? Note should state separate side sewer permit obtained and approval provided under permit # _______ 10) Clarify: directive No. E86. What is this reference to? Traffic Control and Haul Route Plan 1.Please revise the truck route plan – After exiting the project site onto Dayton Street and then onto Sunset (SR-104), trucks shall travel south o th on Sunset/SR-104 and continue on SR-104. Plan currently shows travel route up Pine Street to 5 Ave S then to SR-104. Please clarify truck route through south parking lot, north to Dayton Street. Will this in fact be a truck o route and at what phase during the project do you propose to use it? 2.Please provide a traffic control plan that shows street disruption required for utility and sidewalk construction. Plan shall show lane disruption, signage, flaggers, etc. 3.Note temporary closure of bus stop and indicate temporary relocation as approved by Community Transit.
