Please redline plans or submit two (2) sets of revised plans/documents (affected sheets only) with a written response to each of the items below to a Permit Coordinator. 1) Site plan says pool fence is to be replaced. Provide fence/gate details and clearly show extent of pool fence on the site plan. See attached pool handout for minimum swimming pool fence requirements. 2) Plans show new cedar deck of south side of house. Show on the site plan and contact the planning department for minimum setbacks. Even if deck is less than 30" it can not be built right up to the property line. 3) Please show all rockeries or retaining walls on the site plan. According to the permit coordinator there was mention of a rockery in the right-of-way. Contact engineering department for restrictions on structures in the right-of-way. 4) General specifications on sheet 2 reference the Uniform Building Code. Please revise all reference to the International Residential Code (City of Edmonds current adopted Building Code). 5) Some beams in the calculations do not match call outs on the plans (Le. Beams 10, 11, 12, 14 and 15) 6) Provide detail for chimney extension. 7) Section 3111 roof framing does not meet conventional construction. Provide stamped and signed calculations to justify. 8) For detail 1111 specify stair landing ledger connection to wall. 9) Provide detail for guardrail system and how it will be designed given the supports of the deck panels. Also, guardrails are required to resist 200 psf and the in -fill components must resist 50 psf per Table R301.5. Note on plans. 10) It is unclear how you intend for the addition to meet conventional wall bracing requirements of R602.10. Clearly show on the first and second floor plans how you intend to meet conventional wall bracing for both floors including interior braced wall panels. Please not was are seismic design category D2. EXEMPTED WORK: No permit is required for prefabricated swimming pools in which the pool walls are entirely above grade and the capacity does not exceed 5,000 gallons_ Hot tubs, and spas less than 5,000 gallons completely supported by the ground are also exempt (See Handout B74), Unless the site is located in a designated Critical Area or Earth Subsidence Landslide Hazard Area. CRITICAL AREAS CHECKLIST (See Handout #P20) A Critical Areas Determination, issued by the Planning Division, must be completed and on file with the City. Provide applicable information as indicated by the decision. 2. PLOT PLAN (see Attachment A) Three (3) copies, scaled 1"=20', one (1) of the three_ (3) plot plans must be no larger than 8%z" x 14" with the following: a) Property lines, all existing structures witbiD the property, distance from structures to property lines. b) Proposed location of the swimming pool, distance from pool edge to property lines, pool walkways, decks, etc. and distance from these features to the property lines. A separate permit submittal is required for proposed decking greater than thirty (30). inches from grade. Refer to separate Deck Submittal Handout #B21 for detailed permit requirements_ c) The location of pool equipment and/or pool utility shed (if shed exceeds 120 square feet a separate permit is required See Handout B2). Note location of underground and overhead utilities including electrical wires, water, power and drainage lines. d) Indicate existing and, proposed grade contours at two (2) foot intervals. NOTE: A Geotechnical report is requied for Lots with 15% or greater slope. Any recommendations made in a soils report shall be incorporated into the pool design. e) Show heating equipment location and fuel type. f) Show the extent of the required fencing, indicate the fence height and show gate location. g) Show the location of existing potable water and sewer litres on the property. h) Indicate the proposed location of the server clean-out for pool drainage purposes. Pursuant to ECDC 19.00.005(c)(12), a means of disposal of the total contents of the pools shall be reviewed and approved by the Public Works Director. A sanitary tee (outside cleanout installed on the main building side severer line) "shall be provided for draining of treated water into the City sanitary sewer system. 3. GRADING PLAN (See Handout #B37) For in -ground swimming pools, submit three (3) copies of a grading plan, scaled 1"-20', with yardage calculations that specify the number of cubic yards to be removed filled or graded. Show existing grade contours and proposed finished grades at two (2) foot intervals. Indicate setbacks from top and toe of slopes, the slope of the lot, and methods for temporary and permanent erosion control. Provide calculations and specify the number of cubic yards to be removed, filled, or graded. NOTE: Grading in excess of 499 cubic yards of fill, excavation or cut must submit a SEPA Environmental Checklist (See Handout #P71) and Adjacent Property Owners (APO) list (See Handout #P2) for review. SWIMMING POOL PLANS Submit two (2) sets of swimming pool plans and specifications and include the following: a) Structural Design Details_ Specify type of construction; i.e. gunite, poured concrete, or prefabricated. b) Provide pool dimensions, number of gallons, pool depth, and cross sections. c) Provide computations, stress diagrams, and reinforcing steel specifications. d) Provide pool edge and interior finish details. C) Provide detail of the recirculating water system, including turn over rate, surface skimmers, type and size of filtration system and volume, f) Specify the type and size of the heating system. Call out pool heating equipment to be installed. Note: mechanical equipment supported from the ground shall rest on level concrete or equivalent base not less than three (3) inches above ground level. All outdoor heating and electrical equipment shall be approved for outdoor installation. g) Provide the piping layout, indicate all pipe sizes, indicate how pool will be filled, indicate if a chemical injection system will be used, etc. Specify type and model of each cross connection control device. 5. FENCE & GATE REQUIREMENTS (See Attachment B) As required by Edmonds Community Development Code Chapter 19.00.005(C)(7), the pool area must be completely surrounded by a substantial fence at least six (6) feet in height. No openings in the fence or gate shall be greater than two (2) inches and a self-closing, self -latching gate must be provided with an inside lock inaccessible to children. The plot plan must clearly show the extent of the required fencing. NOTE: City Ordinance requires that the gate be securely locked when the pool is unattended and fences that are proposed to exceed six (6) feet in height must obtain a variance. 6. POOL DRAINAGE DETAIL No direct connection shall be made between any swimming pool, hot tub or spa to any storm drain, city sewer main, drainage system, seepage pit, underground leaching pit, or sub -sail drain_ Note, it is unlawful pursuant to ECDC Chapter 19.00.005(C)(12)(a), to drain any swimming pool, hot tub, spa, etc., through 'any City owned grinder pump without prior City approval. Also, it is unlawful to drain chlorinated water directly into the ground or into any City storm drainage catch basin. Illegal discharge of chlorinated water is subject to Department of Ecology mitigation and possible fines, as well as city violation compliance fines and permits. 7. CROSS CONNECTION CONTROL REQUIREMENTS Protection of the City's potable water system shall be provided by the homeowner: A reduced pressure backflow assembly on automatic fill, and/or chemical injected type pool systems shall be required. Manual filled systems must have a non -removable type hose bibb vacuum breaker installed on the supply faucet. Contact the City Water 'Department for a list of approved hose connections. All plumbing connections shall be inspected by the City Water Department Cross Connection Control Specialist for approval. For inspection call 425-771-0235 extension 1644. 8. SNOHOMISH COUNTY HEALTH DEPARTMENT APPROVAL Snohomish County Health Department approval is required for all pools, hot tubs, spas etc. for other than single family residences. For information and inspection contact the State Electrical Inspector at 425 -290 -1309- b) 25290 -1309.b) The City Water Department requires an . initial cross connection control installation inspection to be performed by the City Cross Connection Control Specialist prior to. final installation approval. Contact the inspector at 425-771-0235 extension 1644- e) All backflow assemblies shall be tested by State certified Backflow Assembly Festers (BAT) upon initial installation and then annually thereafter. Copies of all BAT test reports must be submitted to the City Water Department for review and approval. Contact the Water Department at 425-771-0235 extension 1644 for more information. d) Hose Bibbs/Vaccuum Breakers are required to be placed on garden hoses when used to fill any pool, hot tub or spa. Contact the Water Department for a list of approved hose bibbs_ The initial installation inspection is conducted by the City Cross Connection Control Specialist, 425-771-0235 extension 1644. e) If the pool will be filled from a City Fire Hydrant a separate Hydrant Use permit is required. Obtain pennit from City Public Works Department. A water charge shall be levied based on the number of gallons used. f) The Building Inspector shall be called for the following applicable inspections: erosion control, swimming pool footing and wall, pre -form, pre-gunite, underground plumbing, sanitary extension and cleanout, mechanical pool equipment, gas piping, rough -in plumbing, mechanical enclosure location/shed location and final inspection. g) A separate pool house, mechanical equipment shed, etc_ permit shall be required if the structure exceeds 120 square feet. (See Handout #B2) All structures regardless of size must meet minimum setback requirements of the applicable zoning district. Contact the City Planning Division for more specific information on setback requirements. h) A separate fence permit is required if deferred. (See Handout 031) i) A separate side sewer repair permit is required for the installation of the sanitary tee (pool clean-out). (See Handout #E71). i 10. OVERFLOW BRAINS When overflow drains are required/provided indicate on the plot plan where the line will be connected to the sanitary sewer. The following permit conditions shall apply: * All fill must be clean "fill and free draining compacted to 90% proctor (verified by special inspection). • All rebar must be removed from concrete and the site. • Pool slab and walls (i.e. concrete) must be busted up to pieces less than 12 inches in. diameter. • Tile, brick, less than 12 inch diameter can remain as fill. • Wood (for decking) cannot be used for #ill_ • Piping must be removed (cannot be abandoned in place). • Vinyl linings must be removed, cannot be used for fill. • Mechanical equipment must be removed from site. • Use of any other unusual materials for fill must be approved by Building Official. • De -chlorinated water shall be dumped directly into a sanitary sewer cleanout. Pool water is NOT permitted to be dumped into yards or storm drains unless specifically approved in advance by the Public ,Works Director. NOTE: THE PURPOSE OF THIS HANDOUT IS TO ASSIST THE PUBLIC IN COMPLYING WITH DETAILED PERMIT SUBMITTAL REQUIREMENTS. IT IS NOT A COMPLETE LIST OF PERMIT OR CODE REQUIREMENTS AND SHOULD NOT BE USED AS A SUBSTITUTE FOR APPLICABLE LAWS AND REGULATIONS.
