NW Edmonds, WA 98020 Plan Review # 05-177 EECE # EDM 06-12 (2) Second Comment Letter The above referenced project is in the process of plan review for compliance with Edmonds ordinances and applicable codes. The following comments, deficiencies/corrections must be addressed prior to completion of plans review and subsequent issuance of permits. Provide revised plans and calculations along with a written response to each of the items listed below to facilitate a shorter back -check time. Original comment will be written if not addressed appropriately or unable to determine how the items were revised on the sets to meet the code requirements. SCOPE OF REVIEW The scope of this review is for the structural, requirements of this project. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions and concerns before permit approval. RF—COVED SEP 2 1 2006 BUILDING DEPT- Page 2 of 5 STRUCTURAL COMMENTS: General 1. Please justify that knee braces or other methods are not required to transfer the lateral loads far the new deck The lateral loads must have a direct load path shown on the drawings, including an analysis. Please submit this on the response. This still has not been addressed n the drawings or I was unable to determine how the drawings were modified. Revise drawing accordingly to transfer the required lateral forces. 2. 2. Based off the drawing the shear walls appear not to meet the 2 to 1 (or 3-112 to I with modified shear capacity) ratio as required per IBC Please clearly label the required shear wall lengths in order to meet this ratio. Also, submit an analysis for the shear walls in compliance with the maximum required height to width ratios per code. IBC 2305.3.3 This still has not been addressed. Please modify drawings and analysis accordingly. 3. 5. I was unable to find the required diaphragm nailing requirements on the drawings. Please either point this out or add to the drawings. IBC table 2306.3.land 2306.3.2 The new design has used the UBC but this is not the adopted code at this time. Please modify drawings and analysis to the state adopted code. 113C 1620 Also this information should be added to the drawings. Sheet A: 4. The code required the vertical bars into the footing to have a 90 degree hook. Please modify detail to clearly show the 90 degree hook. 5. Details should be clearly referenced to the drawings. Notes state where they occur. A non design professional should be making this decision. Reference all details clearly to the drawing where they occur. 6. Shearwall schedule should be added to the drawings. This sheet does not match the design professional shear wall schedule. 7. The code requires a single 3X member and not (2) 2x members. Modify drawings to state single 3X member. Sheet 4 LOWER FLOOR: Page 3 of 5 8. New drawing has new detail on this sheet that used the soil report to determine the requirements. Please submit soil report as noted in the new details. The detail state structural fill for 2000 psf per report. Please submit this on response. 9. Provide calculations for a 4" slab to support the bearing wall at the stairs. Per check analysis the 4" slab will not support the forces added. Please modify accordingly or submit analysis to justify the slab will be able to support the new load being added. Sheet 5 MAIN FLOOR FRAMING/LOWER FLOOR FOUNDATION: 10. 15. Please specify the required post to beam connection on the drawings. IBC 2304.9.7 The drawings still do show the required connection for the multiple studs post to the beams. Please add this information to the drawings. This is very important to have this connections added to the drawings. 11. Modify shear wall schedule for SW3 to state single 3x required and not (2) 2x. The code states a single 3x member shall be used. IBC table 2306.4.1 12.8. Please specify the required connection of the post to the foundation. IBC 2304.9.7 The drawings should also include the required connection for the multiple studs used as columns. This still has not been added to the drawings. 13. 10. Please sped the required size of the hanger to be used for the support of the floor system. All that is specified is `hanger typ'. IBC 2304.9.6 U210 hanger will not support the 11-7/8 TH 360 joist. A hanger is required to be specified on the drawings to support the TH joist. As noted on the drawing the beam is up and will require a face mount hanger to be used. This must include hangers that may support multiple joists. The only note I could find on the drawings was an IUl l but this one is not a hangers per the Simpson or USP catalog. Please specify the required hanger to use in order to check the forces will be able to be transferred. 14. 12. The drawings do not show any shear walls along the front of the structure. Based off sheet 8 there are openings at this location and there are not any walls that will meet the minimum height to width ratio. Please submit an analysis to justify. This still has not been addressed. Please clarify how the code required heath to width were maintained as required per code. Sheet 6 UPPER FLOOR FRAMING: 15. 13. Please specify the required connection of the glu-lam beam to the multiple studs. IBC 2304.9.7 The response state refers to detail. But the detail is for single post. The drawings state all interior post to be 4X6 and exterior post to be 6x6 post. Please note on the drawing that all opening required this post. The detail Page 4 of 5 implies only the exterior wall and glu-lam required post but this is not the case per the drawings notes. Please modify drawings in order to clarify the vertical support of this structure. 16. 14. Please speck the required number of studs under the beams. IBC 2304.9.6 Please note all opening required the post noted on the drawings. Also the base of the post connections shall be specified. It is not clear on the drawing how the required forces are being transferred to the foundations. 17.17. Please specify the required attachment and nailing for the drag strut on the drawings. Nothing is specified on the drawings at this time. Response states see engineer calculations but the drawing should have this information added. Please add this information to the drawings. 18. 18. IBC 2305.3.3 This still has not been addressed 19. Please add the requirements for the new roof trusses in the upper left side. I did not notice this as new structure but it appear this will be new. There is no foundation for this or any other information's. This information should be added to the drawings. Sorry I missed this first time but since there was not any information below I thought this was existing but now it appear it is new. The drawings do not show anything but a note new roof truss. More information is required to be added to the drawing to show what will be built here. Please modify drawings accordingly in order to complete the review. Sheet 7 ROOF FRAMING: 20.19. Please clarify which sheet detail S is drawn on. This is shown to be required at shear wall 2. This has not addressed. There is no sheet S 1. Modify drawing to clearly show what is to be built. 21. 20. Please specify the requirements on the drawings for the drag strut that the truss manufacturer is required to design for. The response states refer to engineer calculations but the drawings are required to show this required information. Modify drawings to show the requirements to transfer the forces. 22.21. Based off the drawings the shear walls appear not to meet the 2 to 1 (or 3-1/2 to 1 with modified shear capacity) ratio as required per IBC 2305.3.3. Please clearly label the required shear wall lengths in order to meet this ratio. IBC 2305.3.3 This still has not been addressed on the response correctly. For example in order to use moment system the wall must be complete blocked. Please note this on the drawings. IBC 2305.3.3 Additional corrections may be required following receipt of corrections and additional information as requested. Your plans are being reviewed concurrently with the Building Department, Fire Department, Zoning Department and Public Works Engineering. Changes, clarifications or additional corrections may be required subsequent to the Building Department plan review when comments are received from the other concerned departments. President CITY OF EDMONDS SPECIAL INSPECTION AND TESTING AGREEM-ENT The project at 166Z6 –75-11 Pt t4) issued under building permit number requires special inspection and/or testing per rBC Chapter t7. The complete list of special inspections is attached to this document. BEFORE A PERMT CAN BE ISSUER: The owner and contractor and special inspector shall complete this agreement and the attached structural test(s) and inspections schedule including the required acknowledgements. APPROVAL OF SPECIAL INSPECTORS: Each special inspector shall be approved by the Building Official prior to performing any duties or inspections. Each special inspector shall submit Statement of Qualifications to the Building Official for review- Special inspectors shalt display identification when performing special inspections on site_ Special inspection and testing shall meet the minimum requirements of IBC Chapter 17 and the follo-wing: A. Duties and Responsibilities of the Special Inspector Observe Work. The special inspector shall observe the site work for conformance with the approved (stamped) plans and specifications and applicable workmanship provisions of the IBC_ Architect or Engineer reviewed shop drawings may be used only as an aid to inspection. Special Inspections are to be performed on a continuous basis—meaning that the special inspector is on site at all times observing the work requiring special inspection. Periodic inspections, if any, must have prior approval by the City based on a separate written plan reviewed and approved by the Building Official and the engineer or architect of record. 2. Report Non -conforming Items The special inspector shall bring non -conforming items to the immediate attention of the contractor and note all such items in the daily field report. Any item not resolved in a timely manner shall be immediate cause of the special inspector to notify the Building Official of the plan deviation, error, change or omission. It shall also be the duty of the special inspector to promptly notify the engineer or architect - 3. Complete Daily Reports Each special inspector shall complete and sign both the special inspection record and the daily report form for each day's inspection. These records shall remain at the jobsite with the contractor for review by the City Building .Inspector. 4. Furnish Weekly Reports The special inspector or inspection agency shall furnish the City with weekly reports of tests and inspections. The project engineer or architect, and others as designated shall also be copied on reports. Weekly reports must include the folly ving: Description of -daily inspections and tests made with applicable, locations * Dist of all non-�conforrning items • Report on status of non -conforming items (resolved or unresolved) • Itemized changes authorized by the Architect, Engineer and City if not included in non- conformauce items. Notify the Special Inspector It is the duty of the contractor to nefify the special inspector when work is ready for special inspection. Note, the items fisted on the attached schedule and as noted on the approvers plans and specifecatious are required to have special inspections. Adequate notice shall be provided by the contractor so that the special inspector has time to'become familiar with the project. Z. Provide Access to Approved Plans The contractor is responsible for providing the special inspector access to approved pians at,the jobsite. 3. Retain Special Inspection Records The contractor is responsible to retain at the jobsite all special inspection records submitted by the special inspector_ These records are to be provided to the City building inspector upon request. C. City of Edmonds Building Department Responsibilities 1. Approve special inspectors or inspection agencies The building department shall approve all special inspectors and special inspection requirements. 2. Monitor special inspection and approve weekly reports Work requiring special inspection and the performance of special inspectors shall be monitored by the City Building Inspector. M/Rer approval must be obtained prior to placement of concrete or other similar activities in addition to that of the special inspector. 3. Issue Certificate of Occupancy The Building Official may issue a Certificate of Occupancy after all weekly special inspection reports including the final report have been subxuitted and accepted. D. Owner Responsibilities The project owner or the engineer or architect of record acting as the owner's agent shall fund special inspection services. E. Engineer or Architect of Record Responsibilities The engineer or architect of record shall include special inspection requirements on the plans and specifications.
